Suspicious FETO-related operation in MASAK's EMIS system

In the investigation carried out by the Istanbul Chief Public Prosecutor's Office in line with the findings that individuals and companies affiliated with the secret structure of FETO/PDY were effective in the development and maintenance of MASAK's critical digital infrastructure between 2012 and 2018, 6 suspects who were detained were brought to the Istanbul Courthouse in Çağlayan.

The suspects who testified at the prosecutor's office, Eda Aydoğan, Güner Eke, İnönü Akgün Alp and Zehra Yılmaz, were referred to the criminal judgeship of peace with a request for arrest, and Zeki Özcan and Mehmet Yazıcı for judicial control.

On the other hand, it was learned that Mürsel Ali Kaplan, İbrahim Hakkı Polat and Osman Dereli, who served as MASAK President between 2012 and 2018, would testify.

The following statement was made by the Chief Public Prosecutor's Office:

"Within the scope of the investigation carried out by our Istanbul Chief Public Prosecutor's Office for the crime of "Political or Military Espionage", investigations are being carried out regarding unauthorized transactions against the Integrated Financial Intelligence System (EMIS) used by the Financial Crimes Investigation Board (MASAK) and the security of system records. Within the scope of the investigation, the secret structure of FETO/PDY was involved in the development and maintenance of MASAK's critical digital infrastructure between 2012 and 2018. Findings have been found that related people and companies are effective.

In the examinations carried out; EMİS software has been developed by AGMLAB A.Ş. since 2012. It was developed by MRD A.Ş. and this company. and Barış Ata A.Ş., which was closed under Decree Law No. 667. It was determined that there were partnership and management relations between the companies. It has been determined that some partners of the companies in question are operating at a responsible level in the military, IT, defense industry and Gendarmerie secret structures of FETO/PDY. It was determined that a significant portion of these people went abroad before or after the July 15 coup attempt.

In the technical examinations carried out on EMIS; It has been determined that after the system related to the List of Politically Exposed Persons (PEP) was deactivated, inquiries were made regarding President Recep Tayyip Erdoğan, his relatives and some ministers, and there were findings that some system records and data areas may have been intervened later. In addition, it has been determined that LOG records that will enable retrospective auditing of the transactions of users with administrative authority are not kept.

Within the scope of the investigation, which included a total of 22 suspects, a simultaneous operation was carried out today against 11 suspects based in Istanbul and in Ankara. 5 suspects, including the person who served as MASAK Deputy Chairman at the time of the incident, were caught and taken into custody, it was determined that 5 suspects were abroad, and efforts to capture 1 suspect are continuing.

Within the scope of the investigation, AGMLAB A.Ş. and MRD A.Ş. were seized by court decision and the Savings Deposit Insurance Fund was appointed as trustee. In addition, the statements of three former presidents who served as MASAK Presidents during the relevant periods will be referred to the judicial authorities. The investigation continues in all its aspects and meticulously. It is respectfully announced to the public."
