Why It Matters
The Ministry of National Education is taking new steps to reduce achievement gaps between schools and standardize measurement and evaluation processes.
According to the statement made by the Ministry of National Education, with the system that will be available to teachers through the new Education Information Network (EBA), a holistic measurement and evaluation process will be carried out, ranging from exam planning to question preparation, from evaluation to analysis on the basis of student, class and branch.
According to the news in AA, the aim of the system is to support teachers' exam preparation processes, provide access to skill-based open-ended questions prepared at different difficulty levels, and associate school-wide common written exams with the learning outcomes in the curriculum.
IN WHICH CLASSES WILL IT BE APPLIED?
The Joint Written Examination System will be applied in Turkish, mathematics, science, social studies, religious culture and ethics and English in the 5th, 6th and 7th grades of public and private secondary schools, and in Turkish language and literature, mathematics, physics, chemistry, biology, history, geography, religious culture and ethics, philosophy and English courses in the 9th, 10th and 11th grades of high schools, starting from the first written exams of the first semester of the 2026-2027 academic year. However, 7th and 11th grade English courses will not be included in the scope of the application.
8 THOUSAND QUESTIONS WILL BE TRANSFERRED TO THE QUESTION POOL
Within the scope of the studies to develop the question pool, it is aimed to transfer approximately 8 thousand questions to the system before the first joint written exams of the first semester and to develop approximately 8 thousand new questions in each exam period.
Exams will be prepared according to the scenarios determined by the group teachers in the subject question distribution tables.
Two open-ended questions and a scoring key for the two learning outcomes in the selected scenario will be prepared by the teachers, and the other questions will be selected from the question pool in the system.
The difficulty levels and point values of the questions, easy, medium and difficult, will be determined by the teachers. The questions in the question pool will be made available to teachers 4 days before the exam.
THE ACADEMIC DEVELOPMENT OF STUDENTS WILL BE EXAMINED
After the evaluation of the exams, teachers will record the scores received by the students from each question into the e-School system. Thus, analysis will be made at the student, class and branch level and feedback will be provided on learning outcomes.
Teachers will be able to see in which learning outcomes students are strong and in which areas they need support.
Students will be able to see not only the total score they received from the exam, but also the areas in which they are strong and need improvement based on their learning outcomes.
In addition, the change in students' academic development over time can be monitored by comparing the exam results they took at different times within the same course.
THE SYSTEM WILL BE IMPLEMENTED FROM 26 OCTOBER
Information and training on the use of the Joint Written Examination System will be completed on 19-23 October.
Teachers will be able to carry out trial applications through the system until October 26. From this date, work and transactions regarding school-wide common written exams will be carried out through the system.
The first written exams of the first semester of the 2026-2027 academic year will be held in line with the published implementation calendar.
