Milan simplifies the exemptions for Area B and digitizes the subsidized qualifications for Area C

How the exemption works

Milan is regulated by two large limited traffic zones: Area C, i.e. the ZTL of the historic center with paid entry, and Area B, which covers a large part of the municipal territory with bans for the most polluting vehicles. For Area B, the Municipality of Milan explained, with a recent note, that the current system provides 25 days of exemption for residents in Milan and for companies with operational headquarters in the city and five days for non-residents and companies with operational headquarters in another municipality. From 1 October, all of them will not be required to register their license plate for the first five days (even non-consecutive). For those who can benefit from 25 days of exemption, starting from the sixth day, it will be necessary to register the vehicle on the Area B portal in order to take advantage of the remaining 20 available entries. "We have decided to make the use of the exemptions to Area B simpler and more immediate", explained the councilor for Mobility, Arianna Censi, "by guaranteeing automatic access to the first 5 days of the year for all those who are entitled to it, limiting the administrative obligations only to those, whether residents or companies based in Milan, who also want to take advantage of the remaining 20 entries".

What's new for Area C

There is also news in Area C, but not immediately. From next year, the dematerialisation of the methods of selling subsidized daily access passes (4.50 euros instead of 7.50) will be introduced for those who park in one of the affiliated garages within Area C. The change was also introduced due to the interest shown by the affiliated garages in overcoming the current paper system and introducing an entirely digital method for the sale and activation of the subsidized passes. "This will allow us to reduce the direct costs associated with printing, distribution, management and reporting of paper tickets, as well as the indirect costs deriving from user assistance activities for the activation of the tickets or the association of the access ticket with the license plate of the vehicle concerned", we read on the website of the Municipality of Milan. Starting from 1 April 2027, the subsidized securities can be purchased, paid and activated exclusively digitally. Paper tickets already purchased from garages and not yet used can be used until March 31, 2027.
