NYC Council to Hold Hearing on Mayor Mamdani's Use of Encrypted Messaging to Influence Social Media Creators

The New York City Council is reportedly gearing up for a hearing centered on the use of a hidden, encrypted messaging channel by the administration of NYC mayor Zohran Mamdani to feed favourable coverage to close to 200 social media influencers. According to a report by The New York Post, Manhattan lawmaker Gale Brewer, who chairs the council's Committee on Governmental Operations, State & Federal Legislation, has said that the hearing has been set for September 22. Alongside this, Queens Councilman Phil Wong is expected to introduce a separate bill demanding greater transparency from City Hall regarding this practice. The bill would require influencers working alongside city agencies on messaging campaigns to clearly disclose their posts and videos with a label such as “Paid for by NYC.”

‘City Hall officials collaborated with 189 influencers’

Mayor Mamdani’s use of influencers to amplify his administration's messaging first came to light this week through a detailed report published by the Columbia Journalism Review. The report claims that the officials in the City Hall had been in regular contact with 189 social media influencers through a Signal group chat titled “NYC Creators Announcements.” Within this chat, officials reportedly shared daily updates, talking points and video clips that influencers could then use in their own content. The report also revealed that some of these influencers were compensated through formal contracts with city agencies specifically for their involvement in certain messaging campaigns. Others, however, said they participated simply because they supported Mamdani's agenda and found that the coverage helped grow their own follower base. The report says that it remains unclear whether the Signal chat was configured to auto-delete messages, a setting that, if used, would potentially violate the city's official record-keeping laws.

Wong’s proposed bill aims specifically to expose any payments made to digital creators that may currently be hidden from public view, particularly in cases where they were brought on as subcontractors. “New Yorkers don't want their tax dollars going to grifting influencers from out of state who are paid to tell us everything here is great when we know damn well it isn't,” Wong said, adding, “If City Hall has to pay people who don't even live here to sell New Yorkers on how wonderful New York is, that tells you everything you need to know.” However, multiple insiders told The publication that holding the Mamdani administration accountable for its use of unpaid influencers offering glowing coverage may prove considerably more complicated.
