ORDU METROPOLITAN MUNICIPALITY TENDER ANNOUNCEMENT
1- Subject of the Tender:
The job of carrying out the loading and unloading service of the ships docking at the pier, located at the Fatsa Pier in the Fatsa District of our city, within the boundaries of the duty, authority and responsibility area of Ordu Metropolitan Municipality, is carried out by Open Bid Procedure in accordance with Article 45 of the State Tender Law No. 2886, in line with the Tender and Technical Specifications, in the form of an increase in the % (percentage) share to be given to the Administration based on the gross revenue of the Contractor from the activity subject to the tender. It was put out to tender to be rented for a year.

2.7. Tender Procedure: Open Bid (auction) procedure in accordance with Article 45 of the State Tender Law No. 2886.
3- Estimated Price and Temporary Guarantee:
• The estimated annual tender price of the work subject to tender is 2,070,390.00 TL, excluding VAT, and the 3-year estimated tender price is 6,211,170.00 TL. The provisional guarantee is 186,336.00 TL, which is 3% of the 3-year estimated tender price.
• The annual estimated tender price is the minimum price and will be used to determine the provisional and final guarantee.
• The tender will be made by increasing the monthly % (percentage) share of the Contractor's monthly gross revenue revenues from loading and unloading service operations, excluding VAT.
• The share increase based on the monthly gross revenue revenues (turnover) to be offered in the tender will start from 35%, excluding VAT.
• The tender will be awarded to the Bidder who will submit the highest % (percentage) share of the gross revenue revenues (turnover) excluding VAT among the offers to be submitted in the tender.
4. Where to obtain the specification and its annexes and under what conditions:
The specification and its annexes will be purchased from the Real Estate and Expropriation Department - Real Estate Management Branch Directorate for 5,000.00 TL.
5. Conditions for Participation in the Tender and Required Documents;
A) Real Persons:
1. Certificate of Legal Residence,
2. Population Registration Sample,
3. They must show an address in Turkey for notification. In addition, contact telephone number, fax number and e-mail address,
4. Notarized signature declaration received within the year of the tender or within a maximum of 6 months before the tender date.
5. Receipt or bank letter of guarantee for the provisional guarantee specified in the specifications,
6. Only one of the documents obtained from official institutions and organizations showing that it is registered in the Chamber of Commerce and Industry or the Tradesmen and Craftsmen registry, taken within the year of the tender,
7. In case of joint participation, a Notarized Joint Venture Declaration, the form and content of which is determined by the relevant legislation, taken within the year of the tender, together with the other requested documents (The required documents in articles 1-2-3-4-7-8-10-11-12 will be submitted separately by each partner. Other documents can be provided by a partner.)
8. In case of participation by proxy on behalf of the bidder, a Notarized power of attorney, valid as of the tender date, taken within the year in which the tender was held, and the original copy of the notarized signature of the representative.
9. Receipt proving that the tender document was purchased,
10. "No debt certificate" received from Ordu Metropolitan Municipality and General Directorate of Ordu Water and Sewerage Administration (OSKİ) after the first tender announcement date.
11. A commitment stating that he/she is not banned or penalized from participating in tenders,
12. Criminal record of the real persons who want to participate in the tender and the representative who will participate by proxy, obtained from the relevant Institutions within the year of the tender. (Negligent crimes are not an obstacle to participating in the tender. Those with a criminal record, except for negligent crimes, cannot participate in the tender.)
B) Legal Entities:
1. Address statement indicating the legal address of the company. In addition, contact telephone number, fax number and e-mail address,
2. Notarized signature circular, valid as of the tender date, showing that the person is authorized to bid, and a current Trade Registry Certificate obtained from the Chamber of Commerce and/or Industry.
3. A document obtained from the Chamber of Commerce and/or Industry in the year in which the tender was held, showing that the legal entity is registered with the chamber.
4. Receipt or bank letter of guarantee for the provisional guarantee specified in the specifications,
5. In case of joint participation, a Notarized Joint Venture Declaration, the form and content of which is determined by the relevant legislation, taken within the year of the tender, together with the other requested documents (The required documents in articles 1-2-5-6-8-9-10-11 will be submitted separately by each partner. Other documents can be provided by a partner.)
6. In case of participation by proxy on behalf of the bidder, a notarized power of attorney obtained within the year of the tender and still valid as of the tender date, and a notarized signature copy of the proxy along with the company signature circular.
7. Receipt proving that the tender document was purchased,
8. "No debt certificate" obtained from Ordu Metropolitan Municipality and Ordu Water and Sewerage Administration General Directorate (OSKİ) after the first tender announcement date for the company and its partners.
9. For legal entities, the original copy of the Trade Registry Gazette stating the partners, members or founders and their duties in the management of the legal entity, or the latest certified copy taken within the year of the tender,
10. A commitment stating that he/she is not banned or penalized from participating in tenders,
11. For legal entities wishing to participate in the tender, a criminal record of the authorized person participating in the tender on behalf of the company and the representatives who will participate by proxy, obtained from the relevant Institutions within the year of the tender, stating that they have no criminal record. (Negligent crimes do not prevent participation in the tender. Except for negligent crimes, those with a criminal record cannot participate in the tender.) Bidders must submit the originals of the above-mentioned documents or their notarized copies.
6. Date and time by which offers will be submitted:
a) Bids, along with the requested documents, can be delivered to the relevant directorate by hand until 17:00 one day before the tender, or sent by registered mail, provided that they reach the commission by the tender time, in accordance with the provisions of Law No. 2886; Delays will not be accepted and the bid sent by post will be considered the final bid.
b) Offers submitted to the Metropolitan Municipality cannot be withdrawn.
c) PTT or TRT setting is essential in clock operations.
The administration is free to make the tender or not, and in accordance with the State Tender Law No. 2886.
