Pensions, the Government is studying exit at 64 with a contributory method

The Government is working towards exit at 64 with pension calculation entirely using the contributory method, lowering the amount threshold (now set at three times the social allowance) for some categories. This was stated by the Undersecretary of Labor Claudio Durigon.

"The objective we have - he explained to Ansa - is generational turnover. The measure costs, if we do it on an experimental basis for three years, 1.6 billion per year, around five billion in three years. The estimate is 80 thousand exits in the first year, around 180 thousand in the three-year period. We are working on the rule on the amount. We don't want to create poor pensioners but for some categories, such as those without work, we can work to lower that quota or even cancel it".

"Today, there must be targeted flexibility of choice - said Durigon when speaking about access to retirement - not only early, but also postponed, depending on the tasks and activity. The over 55s at work have grown by 65% in six years. We have a gap in generational turnover. I don't think we have arrived at these numbers because there are all workers who want to stay at work or need to stay, but because the rules have made it an obligation and not a choice. We need to introduce flexibility to generational change".

Durigon said that "there is sustainability for INPS" and that we must not only look at pension spending, but "at pension investment". "The data on employment are very positive - the undersecretary continued - but unfortunately we still have a high rate of unemployment among young people. The possibility of introducing a flat tax for young people, and ensuring that there is flexibility in leaving at the age of 64, can regenerate the job market".
