AI-generated summary
Rio Decree No. 58,537, published on August 25, 2026, established that municipal inspection of cycling roads and networks would have an educational and preventive nature until October 31, 2026. The city hall announced the creation of CADMICRO to register electric bicycles, scooters, mopeds and other individual mobility equipment, but the system is still under development by IplanRio.

The decision was informed by the municipal administration in response to questions from g1 about the end of the educational inspection period, which had been established in a decree until October 31, 2026.
The period ended without the Electrified Microequipment Registry (CADMICRO), announced by the city hall in August, having been regulated and made available to users. According to the municipality, the system is still under development by the Municipal IT Company (IplanRio).
The absence of registration and complementary rules to organize inspection procedures raises doubts about the ability to implement the new rules.
For experts in urban mobility, the lack of definition can also create insecurity for those who use this equipment daily.
"The competent internal bodies do not have rules to punish. How can they act if the form of action is not registered, is not regulated?", asks Vivi Zampieri, postgraduate in public management and politics and urban planning at IPPUR-UFRJ.
City Hall extends educational period
In contact with g1, the City Hall informed that it decided to extend the period of educational actions during inspections of self-propelled vehicles, mopeds and electric bicycles on cycle paths and similar in the city.
Regarding the start of the application of penalties, the municipal administration stated that the date has yet to be defined.
The decision comes after the end of the deadline set out in Rio Decree No. 58,537, published on August 25, 2026. The text established that municipal inspection on cycle paths and networks would have an educational and preventive nature until October 31.
When presenting the new rules, the city hall had announced that, after this period, drivers who disrespect speed limits and traffic conditions would be subject to the penalties provided for in the Brazilian Traffic Code (CTB), the rules of the National Traffic Council (Contran) and municipal legislation.
The city hall, however, did not provide a new deadline for the start of inspection with fines nor did it clarify whether the extension was formalized through another normative act.
CADMICRO still under development
One of the main measures announced by the city hall in August was the creation of the Electrified Microequipment Registry (CADMICRO), a computerized system that should gather information on electric bicycles, scooters, mopeds and other individual mobility equipment.
The registry aims to identify vehicles and those responsible for them, assist in monitoring the technical characteristics of equipment and produce information about the fleet that circulates in the city.
According to the decree, the functioning of the system depends on a joint resolution by the competent municipal bodies. The document must establish the registration procedures, the required documentation, the criteria for validating and updating records and the technical requirements of the platform.

The City Hall stated that the system is being developed by IplanRio, with the municipality's own technology.
According to the municipal administration, the registry should allow the city hall to know the size of the fleet, facilitate inspection and help identify equipment in cases of theft and theft.
The municipality also stated that the development involves legal and technological issues, including validation criteria, access profiles and compliance with the General Data Protection Law (LGPD).
City Hall, however, did not say when the system will be available to owners or when the joint resolution that will regulate its operation will be published.
Expert points out insecurity for users
For Vivi Zampieri, cycling and urban mobility activist and specialist in micromobility data, registration is important not only to identify vehicles, but also to guide public road safety policies.
"It's as if it were the vehicle document. So instead of the person carrying the invoice, so to speak, you would have a kind of vehicle document, identifying the person responsible", explained Vivi.

According to the expert, the system would also allow the city hall to identify who buys the equipment and monitor the sale of these vehicles in the city.
"There are two situations. CADMICRO, after all, is for the city hall to have an idea of how many vehicles are being sold in the city", he stated.
Vivi assesses that the lack of regulation of inspection procedures creates uncertainty about the application of the rules.
"In practice, nothing has changed," said the activist, when evaluating the end of the educational period initially foreseen in the decree.
The expert highlights that the lack of definition can make it difficult to identify equipment and standardize approaches. She argues that the city hall regulates the registration and procedures before moving on to applying penalties.
Number of accidents increase
The data available on the Rio City Hall's dashboard of services by land transport modality also shows a limitation in identifying the impacts of these new equipment on road safety.
The platform features five categories: motorcycles, roadkill, bicycles, cars and trucks and scooters. There are no specific ratings for electric bicycles, mopeds, or other self-propelled equipment.

Registrations related to scooters went from 67, in 2024, to 120, in 2025, and reached 134 in the October 2026 update. Compared to 2024, the increase was 100%.
Services involving motorcycles increased from 20,734 in 2024 to 31,390 in 2026, an increase of 51.4%. Registrations related to bicycles rose from 3,394 to 4,370 in the same period, an increase of 28.8%.
The City Hall also does not provide, in this panel, information that would allow identifying how many of these records specifically involved electric bicycles and mopeds.
For Vivi Zampieri, the lack of specific information makes it difficult to develop public policies aimed at the safety of users of these vehicles.
The expert questions whether part of the records involving electrical equipment could be accounted for in other categories, such as motorcycles and bicycles.
"You see that in the city hall monitor itself it does not include mopeds, self-propelled vehicles or the 'other' category, as it was before. So what we understand is that this substantial increase in bicycles and motorcycles is not just including mechanical bicycles and motorcycles", he assessed.

What is needed for inspection to begin?
In addition to the CADMICRO regulation, the municipal decree provides that the bodies responsible for supervision jointly regulate integrated action, operational duties, inspection procedures and administrative flows.
The text also establishes that the technical criteria and procedures for verifying the speed, power and other characteristics of the equipment must be defined in complementary standards.
The city hall announced, in August, that the inspection would be carried out by agents from the Municipal Public Order Secretariat (Seop), CET-Rio, the Municipal Guard and the Municipal Transport Secretariat, with the possibility of also working in commercial establishments.
The decree also provides for the use of dynamometers and other technical instruments to verify whether the equipment sold and used in the city respects the limits established for each category.
For Vivi Zampieri, regulating registration and inspection procedures should be a priority for the municipality.
"What the city hall should do is present solutions. Firstly, we need to regulate CADMICRO and start effective inspections after regulating these punishments with bodies, such as CET-Rio, Municipal Guard and other internal bodies", commented Vivi.
To date, City Hall has not presented a schedule for the completion of the system, the publication of additional rules or the start of the application of fines.
