PVN and Viettel lead the top 100 state-owned enterprises contributing to the 2025 budget, with a total contribution of nearly 426,000 billion VND

PVN and Viettel lead the group of state-owned enterprises in submitting the 2025 budget, while the 100 largest units contributed a total of nearly 426,000 billion VND.

According to the 2026 STATE 100 list announced by CafeF on September 3, the total actual budget payment of the 100 largest state-owned enterprises reached VND 425,800 billion, after excluding double-counted contributions between parent companies and subsidiaries.

The list shows that there are 71 businesses paying over 1,000 billion VND, of which 14 units exceed 10,000 billion VND. The 100th ranked enterprise also contributed 468 billion VND.

Topping the list is Vietnam National Industry and Energy Group (PVN), with actual payment of 90,991 billion VND. Ranked second is the Military Industry and Telecommunications Group (Viettel), with more than 42,290 billion VND, Vietnam Petroleum Group (Petrolimex) with 30,575 billion VND.

Vietnam Coal and Mineral Industry Group (Vinacomin) ranked fourth, paying 24,031 billion VND. Vietnam Tobacco Corporation (Vinataba) ranked fifth with 22,335 billion. Next is Vietnam Electricity Group (EVN) which contributed 20,891 billion VND to the budget.

The bank has two representatives in the top 10, Vietcombank and BIDV, paying about VND 12,494 billion and VND 11,374 billion, respectively.

Among the 10 leading enterprises, there are 6 units in the field of energy and resources (oil and gas, petroleum, coal, electricity), including PVN, Petrolimex, Vinacomin, EVN, PVEP and BSR. This is also the field that dominates the rankings, generating more than 40% of the total 2025 budget revenue.

Meanwhile, businesses in the lottery, telecommunications, and banking sectors hold the next positions, with VND 59,700 billion, VND 53,800 billion, and VND 51,800 billion, respectively.

According to the number of businesses, the lottery is a group with up to 22 units in the top 100, mainly local lottery companies. The electricity industry has 9 enterprises, while oil and gas and transportation - logistics together have 6 units.

The STATE 100 ranking independently records both the parent company and its member units paying large budgets, with 31 subsidiaries contributing a total of VND 92,224 billion. However, when calculating the total size of 100 units, the amounts paid by subsidiary businesses are deducted to avoid duplication with the parent company.

PVN is a group with many member businesses in the top 100, with 11 units, followed by EVN with 8 companies. Viettel and Vinacomin both have 4, while Petrolimex has 3 enterprises.

In the group of private enterprises, according to the announcement at the end of August, this group paid nearly VND 391,000 billion into the budget in fiscal year 2025.
