The purpose is that it is illegal to disclose one's name and party membership on social media (SNS) without consent and to order an emergency inspection.

According to Yonhap News coverage on the 4th, Lee Jong-won, the operator of the YouTube channel 'Sisa Tapa TV', filed a complaint against CEO Kim Min-seok on charges of violation of the Personal Information Protection Act and defamation under the Information and Communications Network Act to the Public Crime Investigation Unit of the Metropolitan Investigation Division of the Seoul Metropolitan Police Agency.

The position is that Representative Kim, who has access to and command authority over party member information, violated the Personal Information Protection Act by posting such a post based on information obtained in the course of performing party duties and publicizing sensitive information such as his thoughts, beliefs, and political views.

In addition, even though a formal investigation has not been initiated regarding the suspicion of Jeondae's public opinion manipulation, he claimed that naming himself as a 'party to the manipulation controversy' and disclosing his real name constitutes defamation under the Information and Communications Network Act.

It was also added that CEO Kim's announcement of the initiation of disciplinary proceedings against himself to the outside world prior to internal proceedings amounted to a violation of due process law.

In relation to this, the Democratic Party announced, "Representative Kim ordered a review of party ethics violations based on the fact that Mr. Lee announced that he was a party member on Sisa Tapa TV broadcast on July 12," and added, "The party's legal department will be in charge of responding to the matter."

Mr. Lee is being investigated by the police on charges of interfering with the work of the party's National Election Commission and the public opinion polling agency, which conducted the survey, by encouraging viewers of his YouTube channel's live broadcast on the 14th and 15th of last month with the message, 'If you receive a call for a national opinion poll, answer by lying about your place of residence and age.'

The national public opinion survey was conducted by allocating samples in proportion to the population by region, gender, and age. It was designed so that once the quota for respondents in a specific region, gender, or age was met, respondents with the same conditions could not participate in the survey.

Accordingly, the purpose of the Democratic Party's complaint is that Mr. Lee encouraged viewers to 'respond to the investigation by disguising themselves as someone who did not meet the quota.'
