Türkiye Green Taxonomy Regulation was published in the Official Gazette. What activities will be considered "green", what awaits banks? Here are the details.
Türkiye Green Taxonomy Regulation came into force after being published in the Official Gazette dated 24 September 2026. The regulation prepared by the Ministry of Environment, Urbanization and Climate Change ties official criteria for the first time to which economic activities will be considered "environmentally friendly". The aim is to prevent companies from randomly declaring themselves "green". The regulation also defines the concept of greenwashing.
What is Türkiye Green Taxonomy?
You can think of the taxonomy as a common dictionary for sustainable investments. This structure, which is Türkiye's version of a similar system that has been implemented in the European Union for years, is based on the Climate Law. The administrator of the system will be the Climate Change Presidency. The Presidency will work with a committee of 15 people consisting of representatives from ministries, regulatory boards and private sector.
Six environmental targets were set
The regulation includes six environmental goals: reducing greenhouse gas emissions, adapting to climate change, sustainable use of water and marine resources, transition to a circular economy, preventing pollution and protecting biodiversity.
How will an activity be considered “green”?
For an activity to be considered compatible with the taxonomy, it must meet three conditions. The activity must make a significant contribution to at least one of the objectives. Must not cause serious damage to other targets. It must also comply with international labor and human rights standards. The size of the contribution will be determined by the technical screening criteria to be published by the Presidency. Production activities using solid fossil fuels such as coal will not be considered sustainable under any circumstances.
2029 period begins for banks
The most striking aspect of the regulation is on the reporting side. Companies will be able to voluntarily report their income, investments and expenses compatible with the taxonomy. Reporting will be mandatory for banks, insurance and pension companies, brokerage firms and portfolio management companies. Financial institutions were given a transition period until January 1, 2029. Reports will be uploaded to the Online Taxonomy Management System and made publicly available within six months following the end of the fiscal period. Administrative fines may be imposed on those who do not fulfill their obligations.
So what does this regulation mean?

The expected contact between the USA and Iran at the United Nations Summit in the USA did not take place, and Tehran continued its insistence on its nuclear program, which increased uncertainties about the future of the war. This uncertainty in oil prices has affected fuel prices and the liter price of diesel is expected to increase by 2.55 lira as of tomorrow. With the increase, the liter price of diesel will be 93.45 lira in Istanbul, 94.55 lira in Ankara, 94.85 lira in Izmir and 96.25 lira in the eastern provinces.

Upon his return from the USA, Minister of Treasury and Finance Mehmet Şimşek will chair the technical meeting that will discuss the liquidation and payment processes of 131 investment funds of 7 portfolio management companies. Protection of investor rights, market stability and inter-institutional coordination will be the priority agenda items at the meeting.

Gold prices fell to $4,281.98 per ounce due to uncertainty about the Federal Reserve's interest rate policy. Oil prices also fell, affected by Iran's diplomatic statement. Strong economic data in the USA strengthens the expectation that interest rates will remain at high levels.

The European Bank for Reconstruction and Development (EBRD) revised Türkiye's economic growth forecasts for this year and 2027 in its Regional Economic Outlook report. A growth of 3% this year and 4% in 2027 is predicted for Türkiye. The report cited the impact of war in the Middle East, high inflation and tight financial conditions as factors weakening growth. EBRD's investment in Türkiye is over 25 billion euros.
While Minister of Industry and Technology Mehmet Fatih Kacır emphasized the target of 100 billion dollars in trade volume with the USA in New York, he announced Türkiye's goal of being in the top 10 in defense industry exports. The Minister stated that exports increased from 36 billion dollars to 280 billion dollars, defense industry exports increased from 10 billion dollars to 116 billion dollars, and 2% of public investments will be allocated to artificial intelligence projects.

While the fear of artificial intelligence agents organizing and the scenarios of AI destroying humanity are on the agenda, it is emphasized that a significant part of the new corporate bond issuances in the USA are made by the 'Magnificent 7' technology giants and that these companies are planning trillion-dollar investments in data centers and chips. However, while the return expectations of these investments are uncertain, similarities are shown with the financial bubble mechanism in the 2008 crisis, and combined with the current tensions in the energy, food and debt markets, warnings are given of an increase in systemic risk.
