"There are already discussions like if we lose the midterms, it would probably need to happen in the lame duck," said Rep. Eric Burlison, R-Mo. "Because I don't think that the president wants to have a pound of flesh extracted by the Democrats." Burlison has proposed a constitutional amendment to require the U.S. government balance its budget and has called for capping future federal borrowing.

Burlison, however, also said that "a blanket raise is not going to get my vote."

"If you're a fiscal conservative, we should be using every opportunity that we can to reduce the deficit anytime we have a vote to raise the debt ceiling," he said.

Other conservative lawmakers agreed, citing recent rises in Treasury yields as a reason to cut spending and not approve blanket approvals of more borrowing.

"Not without massive spending restraint and reforms," said Rep. Chip Roy, R-Texas, a member of the ultra-conservative House Freedom Caucus, when asked by CNBC if he would support raising the debt ceiling before the end of the year.

"If we're going to sit down and do the debt ceiling or sit down and talk about anything tax-related, then we're going to have to be real about spending restraint, so we'll see," Roy said.

Democrats will also be hesitant to agree to raise the debt ceiling if they win the election in November, given that it represents one of their most crucial points of leverage over the White House.

"I would like to see exactly what their proposal would be and compare it to what we can possibly do in the majority," said Rep. Suhas Subramanyam, D-Va. "If they're going to try to jam us in the lame duck, we are not going to go along with it."

It wouldn't be the first time the debt ceiling has been used as leverage by a majority party in Congress when the opposite party controls the White House.

In 2023, House Republicans led by then-Speaker Kevin McCarthy brought the country to the brink of default before striking a deal with then-President Joe Biden to cut spending in exchange for raising the debt ceiling. Republicans were able to secure multiple policy wins during that episode, despite only controlling one chamber of Congress.

Even with the potential leverage, however, some Democrats are taking a cautionary tone on the debt ceiling. Past debt ceiling standoffs, though not ending in default, have harmed the U.S.' credit standing. Fitch downgraded the U.S. from AAA to AA+ after the last standoff, saying "repeated debt-limit political standoffs and last-minute resolutions have eroded confidence in fiscal management."

Rep. Richard Neal, D-Mass., the top Democrat on the House Ways and Means Committee, said Democrats "always want to consider responsible financing."

"But I think that we need to remember that the tax cut in 2017 and the tax cut last year, it's contributing mightily to this problem," Neal said.

Neal also added the caveat that "playing with this thing is dangerous."

"We'd have to have an open conversation about it," Neal said when asked what Democrats would want in exchange for raising the debt ceiling. "I know we don't want debt default."
