EU PPWR regulation: New obligations for producers and changes in packaging

The EU PPWR regulation on packaging and waste imposes new obligations on producers, importers, brand owners, logistics companies and the e-commerce sector. The regulations cover the entire packaging life cycle - from design and production to segregation and recycling.

Among the most important changes that are already in force is the restriction of the use of PFAS, called "forever chemicals", in packaging that comes into direct contact with food. Companies must also prepare technical documentation and declarations of conformity for packaging placed on the market. The regulations also assume a gradual reduction in excess packaging.

More recycled plastics

According to "Rz", from January 1, 2030, single-use beverage bottles and PET packaging intended for contact with sensitive products will have to contain at least 30 percent. recycled raw material. For other plastic packaging, the minimum share of recyclate will be 35%.

In 2040, the targets are to be raised to 50 to 65 percent.

Higher recycled plastic content may affect the appearance of bottles. They may become slightly duller or less transparent. However, this does not necessarily mean lower quality of packaging or product. The recycled material is washed, shredded and melted many times, which may change its structure and color.

Uniform markings throughout the EU

Consumers are also expected to notice changes in labels. The European Union is working on a common system for labeling packaging and containers for selective collection. Ultimately, the rules are to be clearer and the same in all Member States.

The plan is to use 11 universal colors and symbols. The markings would inform which container a specific package should be disposed of. According to the assumptions, the system is to be implemented by 2028.

The deposit system is intended to help achieve the goal

EU regulations also set a target for member states regarding the collection of beverage packaging. By 2029, at least 90 percent disposable plastic bottles and metal cans with a capacity of up to 3 liters are to be collected and recycled.
