Conditions for 'Citizenship salary' have been determined: When will the first payments be made?

Making statements about economic indicators after the Cabinet Meeting, AKP President Recep Tayyip Erdoğan said that financial resources will be created to improve the situation of retirees and low-income households.

Regarding the economic difficulties experienced by retirees, Erdoğan said, "We are creating financial opportunities that will improve their situation a little more."

Stating that resources will be allocated to increase social welfare in the 2027 budget, Erdoğan stated that it is aimed to bring the legal infrastructure of the regulations to the agenda of the Turkish Grand National Assembly (TBMM) by the end of the year.

Following the statement, all eyes turned to the Income Supplementary Family Support System (GETAD), which is being prepared under the coordination of the Ministry of Family and Social Services and is publicly known as "citizenship salary".

2.5 MILLION HOUSEHOLDS ARE TARGETED IN THE FIRST STAGE

Within the scope of the model, which is under preparation, it is planned to produce a household-based income map throughout Türkiye.

It is stated that in the first stage, a total of 1.5 trillion TL support is expected to be provided to approximately 2.5 million households.

The legal infrastructure of the system is aimed to be presented to the Turkish Grand National Assembly by the end of the year.

INCOME LIMIT WILL BE 23 THOUSAND 552 TL

It is stated in the draft study that the main criterion is that the total monthly income of the household remains below 23 thousand 552 TL, which is the lowest pension.

If the household income is below this limit, the family may be included in the scope of support.

It is envisaged that payments will not be made to households whose income exceeds this amount.

HOUSEHOLDS WILL BE EXAMINED WITH ELECTRONIC DATA

It is planned to evaluate the Social Assistance and Solidarity Foundations, Social Security Institution (SGK), Revenue Administration, land registry records and bank account movements together in determining those in need.

In this context, it is aimed to analyze the income and asset status of households electronically.

RENT, NATURAL GAS AND FOOD SUPPORT ARE ON THE AGENDA

It is envisaged that the new model will not consist only of a single type of cash payment, but will include different support items according to region and household needs.

It is planned to highlight rental support for households that live on rent in metropolises and have a pension of only 23 thousand 552 TL.

It is on the agenda to focus on natural gas and fuel aid in provinces such as Erzurum, Kars, Sivas and Ardahan, where winter conditions are severe, and to prioritize food and child support in rural areas.

Households with bedridden, chronically ill or elderly individuals in need of care are also planned to be considered among the priority groups.

'CITIZENSHIP SALARY CARD' IS PRESENTED

In the prepared model, defining a special "Citizenship Salary Card" for beneficiaries is also considered.

It is planned to be able to withdraw cash and apply discounts on basic needs products through this card.

FIRST PAYMENTS ARE PLANNED IN THE FIRST QUARTER OF 2027

According to the implementation schedule, the pilot provinces are aimed to be determined by December 2026.

The first payments are planned to start in the first quarter of 2027, in the January-March period.

Following the results obtained from the pilot application, the system is expected to be expanded to 81 provinces in 2027.

It is planned to receive applications through e-Government and Social Assistance and Solidarity Foundations, and the income status of the beneficiaries will be checked electronically regularly.

It is envisaged that the supports will be gradually terminated if the household income exceeds the determined limit.
