Li Zhong, spokesperson and deputy minister of the Ministry of Human Resources and Social Security, said that from January to September this year, 10.52 million new urban jobs were created, completing 87.7% of the annual target. The average urban surveyed unemployment rate in the first eight months was 5.2%, and the employment situation was generally stable.

Li Zhong pointed out that next, the Ministry of Human Resources and Social Security will implement comprehensive policies in terms of job stabilization and job expansion, service quality improvement, and rights protection. The focus includes: implementing "two plans", which are the employment support plan for young people such as college graduates, and the plan to improve the employment quality of workers with flexible employment and new employment forms. Carry out "five actions", including the action to adapt to the development of artificial intelligence to promote employment, the "Skills Light Up the Future" training action, the employment promotion action for migrant workers, the action to provide high-quality employment public services, and the "Human Resources Service+" integrated development action. To improve the "four aspects of systems and mechanisms", the focus is to formulate and introduce measures to protect workers' rights and interests in new employment forms. This measure was publicly solicited from the public the day before yesterday. In addition, we need to improve the minimum wage standard adjustment mechanism, build a skill-oriented salary distribution system, improve the long-term mechanism for managing wage arrears, and strive to allow workers to achieve decent work and all-round development.
