Ministry of Human Resources and Social Security: 10.52 million new jobs were created in China's cities and towns in the first three quarters of this year

China News Service, Beijing, October 10 (Reporter Guoxuan) Li Zhong, spokesperson and vice minister of the Ministry of Human Resources and Social Security, said in Beijing on the 10th that from January to September this year, 10.52 million new urban jobs were created across the country, completing 87.7% of the annual target. The average urban surveyed unemployment rate in the first eight months was 5.2%, and the employment situation was generally stable.

The State Council Information Office held a press conference that day to introduce the situation of promoting high-quality development of employment and social security during the "15th Five-Year Plan" period.

In terms of implementing the employment priority strategy and promoting high-quality and full employment, Li Zhong said that next, comprehensive policies will be implemented in terms of stabilizing job expansion, improving service quality, and protecting rights and interests. The focus includes the implementation of employment support plans for young people such as college graduates, flexible employment and employment quality improvement plans for workers with new employment forms, and launching actions to promote employment by adapting to the development of artificial intelligence, "Skills Light Up the Future" training action, employment promotion actions for migrant workers, high-quality employment public service provision actions, and "human resources service +" integrated development actions.

Li Zhong said that the "four aspects of the system and mechanism" will be improved, focusing on formulating and promulgating measures to protect workers' rights and interests in new employment forms. The measures have recently been publicly solicited from the public for opinions, as well as improving the minimum wage standard adjustment mechanism, building a skills-oriented salary distribution system, and improving the long-term mechanism for managing wage arrears.

Talking about improving the social security system and promoting the system to be more optimized and sustainable, Li Zhong said that as of the end of September, the number of people participating in basic pension insurance, unemployment insurance, and work-related injury insurance nationwide reached 1.079 billion, 251 million, and 327 million respectively, and the cumulative balance of the three social insurance funds was 11.2 trillion yuan.

Li Zhong pointed out that the next step will be to coordinate the expansion of insurance coverage, deepen reforms, optimize services, etc., and continue to weave the social security network denser and stronger. The focus is to encourage and support people with flexible employment and new employment forms to participate in employee pension insurance, actively carry out interviews to expand enterprise annuity coverage, solidly promote the implementation of the personal pension system, improve social security relationship transfer and continuation policies, actively promote more social security services nationwide and use one social security card, strengthen the safety supervision and value preservation and appreciation of social security funds, and make social security more practical, more optimized and more reliable.
