At today's press conference, the relevant person in charge of the Ministry of Human Resources and Social Security stated that during the "15th Five-Year Plan" period, our country will introduce a number of measures to expand employment channels for young people.
During the "15th Five-Year Plan" period, the state will improve the implementation of policies such as tax reductions and exemptions, employment subsidies, and job stabilization returns, and encourage various business entities to stabilize and expand jobs; make every effort to stabilize the recruitment scale of government agencies, institutions, and state-owned enterprises, and coordinate the implementation of grassroots service projects such as the Western Plan and special teachers. At the same time, we will vigorously cultivate new occupations and new positions, and strive to expand youth employment growth points.

Launch a number of training programs that meet market demand and are urgently needed for youth employment, especially to strengthen training in the currently popular field of artificial intelligence; actively mobilize various enterprises to provide some high-quality employment internship positions to help graduates improve their abilities in real work and in a real environment.

An additional 40 million people will obtain skill certificates
At the press conference, the relevant person in charge of the Ministry of Human Resources and Social Security also introduced that during the "15th Five-Year Plan" period, the country will strive to carry out subsidized vocational skills training for 10 million people every year, and 40 million new people will obtain skill certificates in five years, including 14 million people who will obtain skill certificates for senior workers or above.
During the "15th Five-Year Plan" period, the country will closely connect the cultivation of new productive forces such as artificial intelligence and advanced manufacturing with the needs of "one old and one small" people's livelihood services, focus on the employment needs of key groups, and strengthen the supply of urgently needed training projects.
Li Zhong, Deputy Minister of the Ministry of Human Resources and Social Security: Carry out general education on artificial intelligence for all workers, cultivate digital engineers for practitioners in specialized positions, and carry out artificial intelligence-related training for college students to continuously improve the artificial intelligence literacy of all people. Improve the lifelong vocational skills training system, build an electronic map of vocational skills training institutions across the country, and promote the construction of electronic files for skills training to better provide strong support for the career development of workers.
During the "15th Five-Year Plan" period, the country will build a number of national-level high-skilled talent training bases, skill master studios, public training bases, corporate training bases and skills competition training bases. Focusing on improving the basic capabilities of technical education, we will build a number of high-quality technician colleges and 100 high-quality majors, organize 10,000 key teachers from technical colleges to participate in engineering-study integrated teacher training, and promote the high-quality and characteristic development of technical education.

In addition, today's press conference also introduced that during the "15th Five-Year Plan" period, our country will develop and cultivate more new occupations based on the needs of industrial development.
During the "14th Five-Year Plan" period, my country has released a total of 72 new occupations and nearly a hundred new types of work. Since this year, it has released 11 new occupations and 23 new types of work. In the next step, the country will keep up with changes in industrial positions and improve the occupational classification, occupational standards and release system of new occupations.

Continuously open up the application channels for all walks of life, scientific research institutions, and all sectors of society, and promptly identify some emerging positions with large employment scale and broad development prospects as new occupations, release them to the society, and guide new employment.
During the "15th Five-Year Plan" period, the state plans to formulate and revise more than 200 national occupational standards.
Relying on the new occupational standards, we will actively promote the optimization and adjustment of professional settings in technical colleges, support corporate training institutions to carry out order-based and targeted training, and include new occupations in the evaluation scope of skilled talents, so as to drive more workers to master new skills and join new occupations.
