Taipei District Prosecutor's Office uncovers luxury insurance fraud syndicate, 10 people fraudulently obtained more than NT$22 million

The man, Lin Youwei, and his wife, Hong Yuwen, who were former insurance salesmen, recruited eight people, including insurance salesmen, nurses, and people with experience in medical equipment and law firms, to form a "luxury fraud insurance group." They used their respective expertise to plan insurance policies, injuries, and medical treatment. After registering in advance, they deliberately fell, cut, or even faked a car accident. The Taipei District Prosecutor's Office found that 10 people defrauded 12 insurance companies of more than 22 million yuan, and they were charged with aggravated fraud, forgery and other crimes.

The prosecution pointed out that 38-year-old Lin Youwei and 39-year-old Hong Yuwen were married. Hong had worked as a salesperson at KGI Life and Yongxu Insurance Brokerage Company; Lin's niece Liao Shanghua worked as a nurse, Chen Zhenyi was also an insurance salesperson, and Zhou Yongteng had experience in medical materials and legal firms. The remaining members include Liu Qingyi, who once worked in a hot pot restaurant, as well as relatives and friends of the couple. The members span the fields of insurance, medical care, medical materials and law.

Prosecutors' investigation revealed that after Lin returned to Taiwan from abroad in 2022, he was eager to make money, so he formed a fraudulent insurance group with Hong and Liao. He first planned insurance policies for members, intensively purchased insurance from 12 companies, and then discussed fake accident methods, medical treatment and claims distribution through Telegram groups. Hong set up a "top group", and Zhou Yongteng provided guidance on details such as the vehicle used in the fake car accident, the proportion of faults, doctors visited, description of symptoms, and hospitalization intervals. After the claim was settled, Lin and Hong divided it according to the proportion.

Lin Youwei scratched his nose with his bare hands and claimed that he was hit by a basketball during school sports, so he used his old nasal diaphragm bend to receive treatment; Hong Yuwen deliberately slipped in a mountainous scenic area and even completed hospital registration beforehand. The two also faked falls and injuries many times, and together they defrauded more than 5.9 million yuan.

Liao Shanghua deliberately fell down in front of the temple and propped herself up on the ground with her palms. Lin then smeared mud on the injured area to give the appearance of a serious injury. She also deliberately fell from a height at her workplace and asked doctors to use high-priced medical materials. She defrauded a total of more than 5.26 million yuan in two cases.

Liu Qingyi fell down the stairs on his own, causing injuries to his shoulder, neck, collarbone and arm. He also fell on purpose at a hot pot restaurant, forged the store's seal, made false employee leave forms, and claimed for lost wages during hospitalization. Together with other fake accidents, he defrauded nearly 5 million yuan.

Chen Youzhen, Chang Yicheng, Xu Junhong, Xu Xiangxuan and others arranged a fake car accident. They surveyed the route, identified the vehicle and clothing beforehand, and then Xu Xiangxuan drove the car and deliberately hit the motorcycle Chen Yuzhen was riding. Xu Junhong was also suspected of cutting his knee, pretending to be lame and exaggerating his condition, and using the original bend of the nasal septum to apply for a claim for hospitalization.

The whole case was filed by multiple insurance companies, and after investigation by the prosecutor Huang Peiyu, it was determined that 10 people including Lin Youwei and Hong Yuwen were involved in falsely claiming insurance benefits through fake accidents. They were prosecuted for the crimes of three or more people jointly defrauding money and using forged private documents, and requested the confiscation of criminal proceeds.
