The "Regulations on the Administration of Narcotic Drugs and Psychotropic Substances in Medical Institutions" (hereinafter referred to as the "Regulations") will be implemented on October 1.
The "Regulations" expand the scope of application of the management of anesthetic drugs from medicinal narcotic drugs and Class I psychotropic drugs to all medicinal anesthetic drugs (including medicinal narcotic drugs, Class I psychotropic drugs and Class II psychotropic drugs). The "Regulations" also clarify that when prescribing anesthetic drugs for minors, written informed consent must be obtained from their guardians.
Orphan-like substances, the entire class is listed!
The Ministry of Public Security, the National Health Commission and the State Food and Drug Administration jointly issued an announcement to include the entire category of orphins in the "Catalogue of Non-Medicinal Narcotic Drugs and Psychotropic Drugs", which will come into effect on October 1.
The announcement clarified the conditions for determining the chemical structure of orphine substances, covering a variety of structural analogs.

New version of CCC certification rules activated
The State Administration for Market Regulation has updated the mandatory product certification rules for flexible heating appliances such as electronic toilets and electric blankets, which will be implemented from October 1.
The new regulations clarify the quality assurance capabilities and product consistency control points of production companies, increase post-certification supervision, refine sampling testing requirements, and implement more scientific classified management of enterprises, covering the entire CCC certification chain of electronic toilets, electric blankets, electric heating pads and similar flexible heating appliances, and tightening and compacting the main responsibilities of all relevant parties in certification activities.
The new national standard for recycled pulp will be implemented in October
The newly revised national standard for "Recycled Pulp" will be officially implemented from October 1, 2026.
The "Recycled Pulp" national standard clarifies for the first time that recycled pulp raw materials must use classified and recycled paper, cardboard and paper products. It is strictly prohibited to use dirty raw materials such as discarded household paper and medical paper to ensure the health and safety of recycled pulp from the source.
The national standard for "Recycled Pulp" adds new definitions, production processes and key control procedures for dry recycled pulp and wet recycled pulp. It is clear that both dry and wet recycled pulp must go through multiple processes such as sorting, crushing, screening, impurity removal, and dissociation. Waste paper fragments that have only undergone rough processing such as simple shearing and packaging do not belong to the category of recycled pulp, effectively preventing the import of solid waste pretending to be recycled pulp.
The national standard for "Recycled Pulp" also adds requirements for microbial disinfecting and testing.
Strict regulations on warnings left behind by children
Implementation of new national standards for electronic functions of child seats
Starting from October 1, the national standard "Technical Specifications for Electronic Functions of Restraint Systems for Child Occupants of Motor Vehicles" will be implemented.
This is the first national standard formulated for child seats with electronic functions, stipulating technical content such as product classification, technical requirements, test methods, labels and documentation.
In terms of core basic functions, it covers key functional requirements such as low battery reminder, anti-pinch, child restraint status detection, installation reminder, sound device sound, etc., and has strict regulations on communication interaction, data transmission, child legacy warning and other functions.
In terms of safety protection, the requirements for preventing incorrect installation of batteries and preventing damage to electronic components are refined, and the electrical indicators of the entire chain are standardized to ensure electrical safety.
In terms of machinery and reliability, the mechanical load standards such as vibration and drop are clarified, as well as the reliability indicators of switches, rotating parts, and connectors.
New regulations for cybersecurity supervision and inspection released

The "Measures for Cyberspace Security Supervision and Inspection of Public Security Organs" (hereinafter referred to as the "Measures") will come into effect on October 1.
There are 23 articles in the "Measures", which mainly stipulate six aspects:
First, clarify the objects of supervision and inspection, including network operators, data processors, personal information processors, etc.;
The second is to clarify the supervision and inspection methods, including online inspections, offline inspections, daily inspections, special inspections, etc.;
The third is to clarify the contents of supervision and inspection, including whether the inspected objects have fulfilled their statutory cyberspace security obligations, as well as the key inspection contents during the security period of major events;
The fourth is to clarify the supervision and inspection mechanism, requiring that under the overall coordination of national network security, data security and other mechanisms, department coordination and joint inspections should be strengthened to reduce the burden on enterprises;
Fifth, the application of inspection results is clarified, and the public security organs take measures such as urging rectification, sending public security reminder letters, and imposing penalties based on the inspection situation;
Sixth, the relevant legal responsibilities are clarified, and the legal responsibilities of public security organs and staff for dereliction of duty, abuse of power, and leakage of state secrets are clarified.

The "Regulations of the State Administration of Financial Supervision and Administration on the Management of the List of Seriously Untrustworthy Subjects (Trial)" (hereinafter referred to as the "Regulations") will come into effect on October 1.
The "Regulations" clarify that if a party violates laws and regulations and is subject to one of the following administrative penalties by the State Administration of Financial Supervision or its dispatched office, he shall be included in the list of seriously untrustworthy entities in accordance with these regulations:
The legal person institution has its operating license or business license revoked;
Cancellation or revocation of tenure qualifications;
A lifetime ban from working in the banking industry or a lifetime ban from entering the insurance industry.

Starting from October 1, Beijing will officially implement the "Measures for Rewards for Reporting Illegal Acts in the Field of Market Supervision".
According to the newly released reward method, those who report major illegal activities such as food and drug safety, special equipment, and price violations can receive a reward of up to 1 million yuan if it is verified to be true. The reward measures specifically propose to encourage online delivery personnel and other members of the public to report illegal activities that pose certain safety risks.
📍Guangdong: Consumers have the right to reject takeaway meals if they are not sealed or have damaged seals
The "Guangdong Province Consumer Rights Protection Regulations" will come into effect on October 1. The regulations stipulate food safety sealing issues in takeout delivery.
Article 19 of the Regulations clarifies: Catering service operators who provide distribution services or entrust a third party to provide distribution services shall use food containers, tableware, drinking utensils and packaging materials that meet food safety standards, take measures to seal the distributed food, and ensure that the seal cannot be restored after being opened and is easy for consumers to identify. If a catering service operator fails to take measures to seal the delivered food or damages the seal, the delivery person has the right to refuse delivery and the consumer has the right to refuse delivery.
