Mo Xiangxiang, director of the Wuzhishan Municipal Ecological Environment Bureau, held a special press conference on Wuzhishan City on the theme of "Getting Started with the '15th Five-Year Plan'" held by the Hainan Provincial Information Office on the 29th. During the "15th Five-Year Plan" period, the city has established five specific development goals: "leading ecological quality, accelerating green transformation, stabilizing the ecosystem, modernizing the governance system, and forming a beautiful mountain city."
In terms of ecological environment quality, Wuzhishan City will strive to maintain 100% of the days with excellent air quality, maintain the PM2.5 concentration in single digits, maintain 100% of surface water quality with excellent quality, maintain 100% of the water quality compliance rate of centralized drinking water sources, stabilize the safe utilization rate of construction land at 100%, and stabilize the forest coverage rate at above 89.87%.
In order to achieve green development, Wuzhishan City will strictly implement zoning control of the ecological environment and resolutely prevent the implementation of "two high" projects. Relying on the city's resource endowment, the city will focus on developing new green productive forces such as under-forest economy, forest tourism, forest health care, and "Five-0" (zero hormones, zero chemical fertilizers, zero mulch films, zero chemical pesticides, and zero herbicides) organic agriculture. Carry out GEP accounting on a regular basis, continuously improve systems such as ecological compensation, easement reform, carbon sink development, and identification of original ecological products, and increase the ecological premium of products. Fully release the functions of the "four reservoirs" (reservoir, money storehouse, grain storehouse, and carbon storehouse) of forests to promote the efficient transformation of green waters and lush mountains into mountains of gold and silver.
In order to stabilize the ecosystem, Wuzhishan City will carry out ecological restoration of tropical rainforests. Effectively increase the annual forest stock volume, annual total carbon sequestration capacity and annual total water source conservation. Assist in the pilot work of coordinated ecological environment management from the top of the mountain to the ocean in "Wuzhishan-Wanquan River-Boao Bay". Relying on the ecological police work system of the public security department, we have built a smart monitoring and supervision system integrating air and ground, focusing on preventing and resolving major risks to the ecological environment, and continuously improving ecological security capabilities.
"We will also rely on the results of the construction of beautiful rural pioneer areas to create a number of beautiful rivers, lakes and harmonious rural demonstration nodes, build a 'one city, one corridor, multiple nodes' rainforest characteristic mountain city pattern, and build a beautiful mountain city." Mo Xiangxiang said that the city will strengthen institutional coordination and implement a two-way path of ecological industrialization and industrial ecology. It will not only preserve the authenticity and integrity of the rainforest ecology, but also transform ecological resources into development momentum, and embark on a win-win modernization path for the protection and development of tropical ethnic areas.
