The Hsinchu City Council has recently been concerned about the construction of the "Greater Hsinchu Light Rail". Mayor Gao Honganjin said that the feasibility study of the Greater Hsinchu Light Rail project has been based on the central review opinions and the Executive Yuan's "Taozhu Miao Greater Silicon Valley Plan" to integrate the Hsinchu County and City light rail red and blue line networks, and signed a cooperation memorandum with the Hsinchu County Government and the Science Park Association at the end of 2020. At present, the city government is coordinating the feasibility study on the integration of the red and blue lines, and has set up a light rail integration working group to hold working meetings to steadily advance it. It is expected that the feasibility study report will be completed before the end of 2016 and submitted to the Ministry of Transportation for review, and will be handled in accordance with the central review opinions to speed up the approval and promote comprehensive planning and follow-up related operations.
Gao Hong'an pointed out that the city government has promoted "pilot buses" to run on the light rail red line corridors since 2013, and has simultaneously built YouBike transfer stations along the lines to provide citizens with more public transportation options at this stage. It also collects traffic volume and traffic demand data through actual operations to cultivate people's public transportation usage habits, which will serve as an important reference for future light rail construction and operation planning.

Gao Hong'an said that the Nanliao area has been included in the overall light rail network, and the city government also supports the inclusion of Xiangshan in the Greater Hsinchu overall MRT network, and continues to fight for the construction of external tracks for the local area. The city government is actively promoting the construction of the Xiangshan area, including the R1 road, the eastward extension of Keya Avenue and the Xiangshan Sports Complex. As the relevant construction is gradually completed, it is expected to drive regional development, increase transportation demand and volume efficiency, and also help improve the financial feasibility of future rail construction. In addition to continuing to promote the integration of the red and blue lines of the priority road network, the city government will also continue to monitor the development situation of the Xiangshan area and evaluate the inclusion of the light rail extension in Xiangshan into the overall road network plan.
The city government emphasizes that the Greater Hsinchu Light Rail is a long-term public construction that spans counties, cities, and agencies. From feasibility studies to follow-up comprehensive planning, environmental impact assessment, design, and construction, each stage has corresponding procedures and professional requirements. Implementation cannot be achieved by just relying on slogans. The city government will continue to coordinate and cooperate with the central government, the Hsinchu County Government, the Science Park and related units to promote the feasibility study on the integration of the Red and Blue Lines in accordance with the research results and review procedures. It is expected to be completed by the end of 2016 and submitted to the central government for review. At the same time, it will continue to optimize the bus network and public transportation services such as YouBike to connect the existing transportation system with future rail construction and gradually build a convenient, safe and sustainable public transportation environment in Greater Hsinchu.
