The Verkh-Isetsky District Court of the Sverdlovsk Region sentenced Andrei Kislitsyn to a total sentence of 14 years in prison for accepting bribes.

Kislitsyn, as part of a group of persons, by prior conspiracy, received bribes from a representative of Ecokhim-Project LLC for patronage and assistance in the execution of municipal contracts.

The total amount of bribes transferred to ministry officials amounted to 4 million 410 thousand rubles, of which Kislitsyn personally received at least 2.7 million rubles.

EKATERINBURG, September 28 - RIA Novosti. The Verkh-Isetsky District Court of the Sverdlovsk Region sentenced former Deputy Minister of Energy and Housing and Public Utilities of the region Andrey Kislitsyn to a total sentence of 14 years in prison for accepting bribes, the press service of the regional courts reported.

The court found that Kislitsyn, as part of a group of persons, by prior conspiracy, received bribes from a representative of the commercial enterprise Ecokhim-Project LLC for patronage and assistance in the execution of municipal contracts for water supply and sanitation. Kislitsyn and other individuals contacted the heads of municipalities and gave instructions to subordinates, facilitating the connection of facilities to electricity supply; after their intervention, customers made payments for a number of large contracts.

“The total amount of bribes transferred to ministry officials amounted to 4 million 410 thousand rubles. Of these, Kislitsyn personally received at least 2.7 million rubles. The money was transferred from December 2021 to March 2024. Bribes amounted to 4.5% of the amounts paid under contracts,” the press service of the courts reported.

It is noted that criminal cases against other participants in the criminal scheme have been separated into separate proceedings or terminated on non-rehabilitative grounds.

In March of this year, the Verkh-Isetsky District Court sentenced Kislitsyn to 11 years in prison for accepting a bribe from a representative of a lighting equipment manufacturer in the amount of more than 1.9 million rubles. This amount was part of the total tranche of 4 million rubles. The remaining more than 2 million rubles for intermediary services went to his friend Pavel Myakishev, who received 9 years in prison. The defendants were also fined 8 million rubles each.

“The court sentenced Andrei Kislitsyn to 9 years in a strict regime colony with a fine of 8 million 820 thousand rubles and deprivation of holding positions in government bodies for a period of 9 years. Taking into account the previous conviction, the court finally sentenced Kislitsyn to 14 years in a maximum security colony with a fine of 16 million 820 thousand rubles,” the press service of the regional courts reported.
