教育部說明，現行制度中的「教育部與國外學研機構合作設置博士後研究獎助金甄選」，配合自2022年起停辦，因此刪除相關規定；教育部歐盟獎學金甄試則列入修正後的收費項目。

依修正草案第2條，教育部辦理公費留學考試、留學獎學金甄試、教育部與世界百大合作設置獎學金甄選及教育部歐盟獎學金甄試，目的為培育具宏觀視野的國際人才，促進國際合作與交流。
