Ministry of Commerce: my country’s total import and export of digitally delivered services will reach US$432.31 billion in 2025

China News Service, September 7. On the afternoon of September 7, the State Council Information Office held a press conference on the fifth Global Digital Trade Expo. At the meeting, Vice Minister of Commerce Yan Dong said that with the widespread application of digital technologies such as artificial intelligence, big data, cloud computing, and blockchain, my country’s digital trade has developed rapidly and made important contributions to the high-quality development of foreign trade.

Yan Dong introduced that my country’s total import and export of digitally delivered services will reach US$432.31 billion in 2025, a year-on-year increase of 6.3%. It has the following four characteristics:

First, digital technology trade has expanded steadily. The technological autonomy and innovation capabilities of my country's cloud computing, communications technology services and other industries continue to increase, and the international competitiveness of software research and development, information technology solutions, cloud computing services and other fields continues to improve. From 2020 to 2025, my country's import and export volume of telecommunications, computers and information services has steadily climbed from US$93.73 billion to US$154.53 billion, with an average annual growth rate of over 10%.

Second, digital product trade has accelerated its development. Digital cultural products and services such as online literature, online games, film, television, animation, and short videos have become new highlights in my country’s service exports. Many online video platforms have opened international versions to promote high-quality domestic films, TV series, and variety shows overseas. The "2025 China Game Industry Report" shows that the actual sales revenue of my country's self-developed games in overseas markets last year was US$20.46 billion, a year-on-year increase of 10.2%. The "2025 China Internet Literature Blue Book" released by the Chinese Writers Association shows that as of the end of 2025, my country's Internet literature has exported more than 130,000 works overseas, and the number of existing overseas registered users is approximately 250 million, with active overseas users covering more than 200 countries and regions around the world.

The third is to improve the quality and efficiency of digital service trade. A group of my country's globally influential cloud service providers, Internet companies and digital solution providers are accelerating their overseas deployment and providing digital transformation services to companies in various countries. Alibaba Cloud, Tencent Cloud, etc. have accelerated the construction of overseas cloud infrastructure and have deployed in multiple overseas countries and regional markets. A number of social platforms have accelerated their overseas expansion and have become the most popular social platforms in the world.

Fourth, data trade has achieved positive practice. According to the "National Data Resources Survey Report (2025)" guided by the National Data Administration and released last year by the National Data Resources Statistical Survey Working Group, in 2025, my country's annual data production total reached 52.3 zettabytes (ZB), accounting for approximately 27.4% of the world, a year-on-year increase of 27.3%, and the growth rate increased by 2.3 percentage points from the previous year. The cross-border flow of data is growing steadily. In 2025, the total volume of cross-border data circulation will be 142.3 exabytes (EB), a year-on-year increase of 14.9%. Among them, the cross-border circulation of enterprise data was 88.06 exabytes (EB), a year-on-year increase of 16.2%. International cooperation in the data field is deepening and has become a new trend in trade development.
