The 2026 "China Charity Day" theme promotion and the national launch and issuance event of the "Ancient Country Niuheliang" instant welfare lottery with the theme of Hongshan cultural characteristics were held in Shenyang on September 4. Chu Tianyun, deputy governor of the Liaoning Provincial Government, attended the event and delivered a speech.

The event demonstrated the effectiveness of Liaoning's charity in benefiting the people during the "14th Five-Year Plan" period. There were 1,742 social organizations participating in charity activities in the province, and a total of 724 social organizations and 288 charitable organizations were eligible for pre-tax deductions for public welfare donations. During the "14th Five-Year Plan" period, the number increased by 140%; the average annual donation scale exceeded 1 billion yuan. The supplementary role of charity was fully exerted, and charity entered a new stage of standardized and large-scale development.

On the day of the event, the "Ancient Country Niuheliang" instant welfare lottery with the theme of Hongshan Culture was officially launched nationwide. The lottery selected the landmark buildings and jade cultural relics of Niuheliang Hongshan Cultural Site as the core design elements. It is divided into jade figures, jade pig dragons, dragon and phoenix pendants, double animal (owl) head jade pendants, Yufeng and the overall image of the museum are 6 types of tickets, based on provincial conditions, meticulous creativity, independent research and development, to inherit Hongshan culture to help build a culturally strong province, and closely integrate sleeping cultural relics, rich cultural context and public welfare undertakings to promote Hongshan culture out of Liaoning and to the whole country, making it alive and popular.
At the event, the public fundraising charity project "Inheriting the Cultural Heritage of Liaoning, Liaoning, Earth, and Ning" was promoted, guiding philanthropic forces to focus on the cultural roots of Liaoning. At present, the project has completed the layout of public welfare points in 12 key places, including the Provincial Institute of Cultural Relics and Archeology, Fengguo Temple in Yixian County, and the Cemetery of the Martyrs of the War to Resist U.S. Aggression and Aid Korea. The funds raised are mainly used for the restoration of cultural relics, upgrading of security facilities, environmental improvement and restoration, revitalization and utilization of cultural relics, and public welfare promotion, using charity to help build a culturally strong province.

The event also thanked the caring units and individuals who generously donated money and donations during flood relief in Liaoning this year, and awarded plaques of thanks to some representatives.
