Zhang Yong, member of the Standing Committee of the 14th National People's Congress, member of the Constitution and Law Committee of the National People's Congress, and president of the Hong Kong Basic Law and Macao Basic Law Research Association of the China Law Society, said at the forum that the construction of the rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area has provided new practical experience and institutional results for the coordination of the rule of law between different regions in China and the world.
Zhang Yong said that the rule of law provides a solid guarantee for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and is also an important part of it. The background of the construction of the rule of law in the Greater Bay Area is "one country, two systems, and three legal systems." It can be said that the Greater Bay Area is one of the regions with the richest and most diverse legal rules in China and even in the world, and its uniqueness is unique in the world.
He believes that by spanning different social systems and connecting different legal systems, the construction of the rule of law in the Greater Bay Area has provided new practical experience and institutional results for the coordination of the rule of law among different regions in China and even the world.
He cited as examples that the Standing Committee of the National People's Congress has made many decisions authorizing the implementation of the "one place, two inspections" system at many ports in the Greater Bay Area, authorizing the Macao Special Administrative Region to implement a full-area jurisdiction model for the new campus of the University of Macau on Hengqin Island, and authorizing Hong Kong and Macao lawyers to open offices in nine mainland cities in the Greater Bay Area. Launch a pilot practice, and amend the Lawyers Law to confirm the system; China's Supreme People's Court and the Hong Kong and Macao Special Administrative Regions have signed more than ten civil and commercial judicial assistance arrangements, mutual recognition and enforcement of judicial judgments and arbitration awards, and the implementation of "Hong Kong-funded, Hong Kong-based, Hong Kong-based arbitration." In particular, Guangdong Province and the Hong Kong and Macao Special Administrative Regions have continued to deepen local cooperation, signed a large number of cooperation agreements to establish "Bay Area standards", and achieved fruitful results in the connection of rules and mechanisms.
Zhang Yong said that the construction of the rule of law in the Greater Bay Area is inseparable from opening up and international cooperation. It can not only promote the construction of the rule of law in China, but also have positive significance for the construction of the global rule of law.
He further elaborated that the Greater Bay Area is focusing on building a "demonstration window" for international legal services in China and a "preferred location" for international commercial dispute resolution. In particular, relying on the four major cooperation platforms of Qianhai, Nansha, Hengqin, and Hetao in Guangdong Province, it will break down regulatory barriers internally and achieve rule convergence, mechanism docking, and market integration; externally it will link common law countries and the Community of Portuguese-speaking Countries, benchmark international rules and dispute settlement mechanisms, and build a world-class foreign-related legal rule and cross-border dispute resolution center. In particular, Hong Kong has given full play to its rich resources and advantages in judicial, arbitration, and mediation, and actively built an international legal and dispute resolution service center. The headquarters of the International Court of Mediation, the world's first intergovernmental international legal organization dedicated to resolving international disputes through mediation, has been established in Hong Kong. The International Institute for the Unification of Private Law's first overseas office in a century has also been confirmed to settle in Hong Kong. Currently, the Greater Bay Area is carrying out personnel exchanges and business exchanges with legal institutions or organizations in more and more countries and regions, and international cooperation is becoming increasingly broad and deep.

The theme is "Deepening International Rule of Law Exchanges and Cooperation and Providing Rule of Law Guarantee for Building a Community with a Shared Future for Mankind."
