Ye Jianjun, a second-level inspector of the Zhejiang Provincial Development and Reform Commission, said that through five years of hard work, Zhejiang's total railway mileage is expected to exceed 5,000 kilometers by 2030, and the railway is expected to cover more than 95% of the province's permanent population.

Since the "14th Five-Year Plan", Zhejiang Province's railways have newly covered 6 counties (cities) with more than 3 million permanent residents. Currently, 10 of Zhejiang's 11 districts and cities are connected to high-speed rail, and 41 of 53 counties (cities) are connected to railways. The railways cover 90% of the province's permanent population.

When introducing Zhejiang's key layout for promoting railway construction during the "15th Five-Year Plan" period, Ye Jianjun said that Zhejiang will continue to vigorously promote the construction planning of a number of key railway projects, further optimize and improve the road network structure, and focus on three aspects: grasping projects under construction, planning early projects, and increasing element guarantees.

According to reports, Zhejiang will speed up the construction of 19 projects under construction in an orderly manner, including the Shanghai-Hangzhou Railway and the Wenzhou-Fuzhou High-speed Railway. For example, the Ningbo-Zhou Railway will be completed and opened to traffic during the "15th Five-Year Plan" period, ending the history of Zhoushan not being connected to high-speed rail. By then, Zhejiang will achieve full coverage of high-speed rail in 11 districts and cities.

The province will also focus on core tasks such as networking, network repair, link strengthening, and hub capacity improvement, and systematically plan a number of strategic and forward-looking major projects such as the Shanghai-Ningbo Cross-Sea Channel and the Wangjiangmen Cross-River Tunnel, striving to start construction as soon as possible.

In terms of increasing the protection of factors, Ye Jianjun said that Zhejiang will adhere to the principle of "factors follow the project", coordinate and coordinate with relevant departments, and provide all-round and full-chain support for core factors such as policies, funds, land use, and sea use for the project, so as to ensure the smooth progress of major railway projects.
