This is a concrete implementation of the local sports lottery center's promotion of the protection of the rights and interests of lottery buyers at the community level since the Sports Lottery Management Center of the State Sports General Administration called for the promotion of social supervision of sports lottery in 2026.
At the launching ceremony, the Liaoning Provincial Sports Lottery Center issued letters of appointment to the first batch of 16 social supervisor representatives. This team is composed of community secretaries, community workers, grid members, retired party cadres and enthusiastic residents. The appointment period is one year. Their responsibility is to pay attention to the compliance operations of sports lottery sales outlets around the community and provide feedback at any time when problems are discovered. On the same day, the new supervisor conducted his first inspection of the physical sports lottery stores around Kaixuan Community in Shenhe District - to check whether there were any illegal operations in the physical stores.
2026 is the year of deepening management of sports lottery. At present, Liaoning Sports Lottery physical stores are spread across urban and rural areas across the province. It is difficult to achieve round-the-clock coverage of all outlets relying solely on routine inspections by competent authorities and law enforcement agencies. Community supervisors have lived in the local area for a long time and are familiar with the surrounding environment. The convenience of daily life enables them to pay attention to the dynamics of surrounding outlets at any time. This local supervision method is more efficient and covers a wider area.
In order to achieve a governance structure with diverse participation, collaborative governance, and achievement sharing, the recruitment and training of the supervisor team, the construction of feedback channels, and assessment management are being promoted simultaneously. The institutional framework has been established and will be gradually improved based on the operation situation.
Implemented simultaneously with the supervisor system, is the reward reporting mechanism. In order to respond to the call of the General Administration Center, Liaoning Sports Lottery issued the "Liaoning Provincial Sports Lottery Center's Reward Measures for Combating Illegal Lottery Reports" at the end of 2025, which clarified the reporting channels and reward standards, and made targeted revisions and improvements in 2026. According to this measure, if any illegal lottery violations are discovered within the administrative area of Liaoning Province, call the public reporting hotline. After the public security agency verifies the facts and handles the matter in accordance with the law, the reporter can receive corresponding rewards, with a maximum reward of 100,000 yuan.
It is reported that the original intention of this mechanism is to mobilize social forces to participate in supervision, make up for the shortcomings of the traditional supervision model's insufficient coverage at the grassroots level, and form a deterrent to illegal lottery activities.
After the launching ceremony, a special lecture on rational lottery purchasing was held in Kaixuan Community. The psychological counselor explained to the residents in easy-to-understand language focusing on the public welfare attributes of lottery, how to identify illegal lottery tickets, and self-management of rational lottery purchases. "In the past, our understanding of lottery was relatively simple. After listening to the lecture, we knew where the lottery funds were used, and also understood the harm of illegal lottery." A citizen who attended the lecture said.
It is understood that Liaoning's "Responsible Co-construction and Social Supervision" will be promoted in batches. The first batch will be implemented in 100 key communities in the province, and will be gradually expanded in the future, eventually achieving full coverage in the province.
At present, the first batch of 100 key communities has been identified, covering 14 prefectures and cities in the province, with priority given to areas with dense populations and large groups of lottery buyers. Preparatory work such as recruitment of social supervisors, production and distribution of materials, and docking of event venues are in progress. After the first event is launched in Shenyang Kaixuan Community, activities in Dalian, Anshan, Fushun, Benxi and other places will also be launched one after another.
