After Kaohsiung's Starlight Waterfront Park reopened at the end of May, problems such as insufficient privacy in the men's restrooms and children being scratched due to rough pavement continued to arise. When City Councilor Zheng Mengzhen asked the question, he asked the Public Works Bureau to establish a user testing and feedback tracking mechanism before the public facilities were put into use.

However, Councilor Zheng Mengzhen pointed out during the inquiry of the Public Works Department that the entrance of the men's restroom of Starlight Waterfront Park is opposite the main circulation line of the park. The existing shielding wall is not wide enough, and the public can see the use of the outermost urinal from certain angles. She requested the Parks Department to add shelter facilities that do not impede traffic within a week; to conduct a comprehensive inventory of toilets, changing and flushing spaces in the park within a month, and to conduct on-site tests at the eye level of adults and children, and to immediately improve the problems found.

She said that the pavement in the waterfront area also reflects the same acceptance gap. Last year, Starlight Waterfront Park had insufficient anti-slip performance, causing children to slip. This year, it switched to waterproof, anti-slip and wear-resistant frosted pavement. However, after the official opening, people reported that the surface was too rough at the shore, at corners and at places with obvious black particles. On the first day of the opening, nearly 50 children suffered scratches and skin injuries. "This shows that the project meets the specifications, but does not mean that it meets the actual use needs."

Zheng Mengzhen requested the Public Works Bureau to establish a "user testing and feedback tracking mechanism before the opening of public facilities." In the future, before the opening of parent-child playgrounds, water-friendly facilities, large parks, senior citizens and barrier-free facilities, different user groups should be invited to experience them, and inspection results, user feedback, improvement deadlines and re-inspection records should be left.
