UFA, September 30 - RIA Novosti. Large-scale modernization of utility infrastructure continues in Udmurtia in close cooperation with the federal center, reports the press service of the head of the region.
“On instructions from the acting head of the republic, Olga Abramova, to the acting deputy chairman of the government of Udmurtia, Igor Asabin, and the relevant ministries, the modernization of utility infrastructure in Udmurtia is being carried out in close cooperation with the federal center and is under special control,” the press service reported.
A significant part of the work is being carried out within the framework of the federal project “Modernization of communal infrastructure” of the national project “Infrastructure for Life”, implemented by decision of Russian President Vladimir Putin, the press service noted.
In Udmurtia, 13 measures are being implemented aimed at improving the reliability and quality of public services. These include the construction of a sewerage pumping station in the Shoe Factory microdistrict in Sarapul, a sewerage system in the village of Adam, Glazovsky district, and a major overhaul of part of the water supply system in Debesy.
In the Zavyalovsky district, a sewerage pumping station and sewerage networks are being built in the village of Pervomaisky, as well as sewerage treatment facilities in the village of Shaberdino. In the Kiyasovsky district, a complex of sewage treatment facilities in the village of Podgornoye is being reconstructed. In the Seltinsky district, construction of a sewerage collector and major repairs of a section of the main heating main from the Central Boiler House are underway, the press service said.
A significant amount of budget funds of the Udmurt Republic in 2026 is aimed at preparing housing and communal services facilities for the heating season in all thirty municipalities. More than 190 km of utility networks, 22 boiler houses, 6 sewer pumping stations, 34 artesian wells, 62 water towers were overhauled, 14 boilers, 58 pumps were replaced, 21 sets of equipment and materials were purchased for the repair of heating and water supply networks, authorities report.
“Due to capital investments from the republican budget, technical re-equipment and reconstruction of boiler houses and water supply systems in several areas were carried out,” the message follows.
The press service noted that Izhvodokanal is modernizing the main sewerage collector of Izhevsk, and in August a reconstructed pressure sewer was put into operation here. Also here, the reconstruction of the collector on Vladivostokskaya Street was completed ahead of schedule.
“The implementation of the national project “Infrastructure for Life” allows us to take a comprehensive approach to modernizing the city’s utility system. We are updating not individual sections, but entire systems so that residents of Izhevsk will forget about problems with water supply and sanitation for decades,” Vladislav Kataev, director of Izhvodokanal, is quoted as saying.
As part of the concession agreement, the Udmurt branch of T Plus is preparing the thermal infrastructure of Izhevsk for winter. 99.5% of 895 kilometers of main and district heating pipelines passed mandatory high-pressure tests, and almost 600 detected defects were repaired. 32 kilometers of networks were replaced in areas with the greatest wear.
The most extensive work was carried out on the main heating networks in the Ustinovsky, Oktyabrsky, Pervomaisky and Industrialny districts of Izhevsk. The installation of the pipelines has been completed, the remaining improvement work is planned to be completed by the end of October - the first ten days of November, the press service reports.
“Starting October 1, tariffs for utility services will change in Udmurtia. In 2026, the change in tariffs takes place in two stages: from January 1, payments increased by 1.7%, from October 1, the average increase in the republic will be 15%. The maximum permissible deviation from October 1, 2026 should not exceed 4.3%,” the press service notes.
The largest increase in fees—within the approved indices—affects territories where investment programs and concession agreements for infrastructure modernization are being implemented. In the Seltinsky district it will be 20.86%, in the Uvinsky district - 20.2%. In Izhevsk, the maximum index is 19.3%. In other municipalities of the republic, payments will increase by an average of 15%, the regional authorities explained.
“We understand that changing utility bills is a sensitive topic for residents. But behind these figures there is large-scale work to update networks in order to ensure reliable heat supply, water supply and sanitation for decades to come. Today we see the result: over the past two years, accident rates have been reduced by 35%, the quality of services has been improving, and this work will continue,” said Mikhail Baranov, acting minister of construction, housing and communal services and energy of Udmurtia.
