The Taipei Water Works Department and its engineering team won the Taipei City Government's 115th Annual Public Works Excellence Award for three projects: "New water supply pipeline construction project in Pinggli Highlands, Shilin District", "New monitoring and customer service center system integration project", and "International Conference Hall, Lecture Hall and Briefing Room Refinement Project". The North Water Department said that today (17th), Deputy Mayor Zhang Wende gave a speech of encouragement and presented the awards, and representatives of the Engineering Chief Chen Weizheng and the Chief Engineering Department Qiu Fuli received the awards.
The North Water Department stated that the "New Water Supply Pipeline Project for Pingpingli Highlands in Shilin District" is a new tap water system targeted at Pingpingli Highlands in Shilin District in order to implement the city government's policy of improving water safety for residents in mountainous areas. The project overcame multiple challenges such as narrow and winding roads, steep and undulating terrain, dispersed households, and limited construction space. Through precise hydraulic analysis, the engineering team configured three sets of highland water supply systems according to different elevations, and adopted zonal pressure control and PN16 high-pressure HDPE pipes to solve the water supply stability and pressure control problems caused by the height difference of more than 100 meters. During the planning period, the water distribution pipe and user water supply pipe projects were integrated and contracted to reduce repeated excavation and construction interfaces, improve construction efficiency, and reduce the impact on residents' lives.
The North Water Department mentioned that the project will be completed in late October 2020, providing more than 500 residents in Pingpingli with 24-hour stable tap water service that meets drinking water standards, and will improve the local simple tap water system's problems such as water shortage, unstable water quality, and difficulty in maintenance.
The North Water Department said that the "New Monitoring and Customer Service Center System Integration Project" is in conjunction with the "Mansion Water Pool Renovation and Co-constructed Multi-purpose Complex Building (referred to as the Mansion Building) new construction project." After the completion of the main structure project, the "three major center" projects such as the new monitoring center, the new customer service center and the information center will continue to be implemented. The construction team overcame many challenges such as interface integration and process overlapping, comprehensively upgraded the functions of the new monitoring center, customer service center, and information center, and carried out system integration to allow water supply command and dispatch, customer feedback problem handling, and information security management and control to operate simultaneously and support each other to maximize overall efficiency. After the completion of the project, the three major centers will simultaneously have diversified functions such as 24-hour operation, disaster response command, or conference use, which can further improve operational efficiency and ensure the stability and safety of water supply in the greater Taipei area.
In addition, the North Water Division shared that the "International Conference Hall, Lecture Hall and Briefing Room Refinement Project" is to build a professional-grade, multi-functional gathering space in the North Water Division Residence Building to provide seminars, education and training, etc. The project includes a 348-seat international conference hall, equipped with a 383-inch active light source P3 LED color screen, and a translation room equipment that can provide simultaneous interpretation in four languages. It also provides a complete backstage preparation space. There is also a 133-seat medium-sized lecture hall and a 54-seat small briefing room, both of which provide professional briefing audio-visual equipment. The design is optimized for clear speech and meets the needs of professional speeches, briefings, conferences or press conferences. In addition to the Beishui Department's own use, the Gongguan area is a hotspot for academic and exhibition activities in the city. This project provides high-standard professional audio and video equipment, and considers the use of international lectures and seminars to build an international conference hall with simultaneous interpretation functions. It is expected to become a new heavyweight exhibition venue in the region.
The North Water Department explained that among the three projects that won the award this time, the Pingpingli Highland Water Supply Project implemented the city government's service-oriented government concept and used the highest construction quality to deliver the best water to the citizens of Pingpingli. The "Three Major Centers" and "International Conference Hall" projects in the Gongguan Building opened the prelude to the "New World of Water Resources" planned by the city government and the North Water Department, injecting new vitality into the Gongguan area.
