DPP Taoyuan mayor candidate Huang Shijie proposed three major medical policies today (14th), including building a "Taoyuan characteristic medical center network", "all-age physical and mental care support network" and promoting a "medical care and housing project", starting from the layout of medical resources, all-age care and medical talent support, shortening the gap between urban and rural medical resources, and actively deploying Taoyuan's second medical center. Huang Shijie said that his past growth experience gave him a deep understanding that for residents in areas with relatively insufficient medical resources, "the distance of the hospital and the inconvenience of transportation" are often the key to timely medical treatment.
Huang Shijie pointed out that Taoyuan has a vast territory, and the population structure, transportation conditions and medical resources of each district vary significantly. Especially for the elderly, those with mobility issues, or those who need family members to accompany them to medical treatment, medical resources are not only "available", but more importantly, "inaccessible and whether they can receive timely care." Faced with the continuously increasing medical demand, the city government can no longer passively wait for central or large hospitals to invest, but must proactively take stock of the needs of each district and integrate resources so that the medical volume can truly keep up with the needs of citizens.
"Medical construction requires professionalism, coordination and execution, not waiting, let alone gathering momentum." Huang Shijie first advocated the creation of a "Taoyuan characteristic medical center network" to promote special medical institutions and professional division of labor for different needs such as cancer, children, and the elderly. The city government will also invest resources to assist medical institutions to enrich professional equipment, recruit and retain talents, and establish a cross-hospital cooperation and mentoring mechanism in conjunction with medical centers.
Huang Shijie emphasized that in the future, Taoyuan’s medical layout should not just involve duplicating the same resources in each district, but should accurately divide labor according to the population structure, disease patterns and regional needs, and establish a more efficient regional medical network through the cooperation of medical institutions at different levels and with different expertise, so as to reduce the need for citizens to travel across districts for medical treatment.
In terms of all-age care, he advocated the establishment of a "whole-age physical and mental care support network" to further extend services to the community and families, including setting up a fast track for early childhood treatment to shorten the time families wait for assessment and treatment; bringing mental health services into the community to lower the threshold for seeking help; and promoting "medical and nursing care integration" to connect medical, long-term care and family support resources, so that those who need care can be cared for, and family members who have long-term care responsibilities have breathing space.
Huang Shijie pointed out that sufficient medical manpower is also the key to improving medical capacity. He proposed the "Medical Care Housing Project", starting from housing, transportation and childcare, including providing reserved quotas for medical projects in social housing, increasing rent and public transportation commuting subsidies, and prioritizing kindergartens for medical care children, reducing the burden of medical care and living in Taoyuan, and attracting more professionals to come to Taoyuan and take root in the long term.
In addition to the existing medical capacity, Huang Shijie said that it will actively deploy the "Second Medical Center in Taoyuan". In the face of Taoyuan's future population, industry and continued urban development, the city government should start from the perspective of land, transportation, regional medical needs and talent allocation in advance, and gradually strengthen the capacity of severe, emergency and specialist medical care, rather than waiting for a gap in medical demand and then passively catching up.
In the end, Huang Shijie said that from his new home to today, he has become more aware of the importance of shortening the gap in medical resources between urban and rural areas. "No matter where you live in Taoyuan, you should have the same good medical care."
