演練聚焦於健康與生命線基礎設施,模擬台北、新北市與桃園地區連續三天氣溫達到40°C或以上的情況,謝燕儒指出。

這是台灣首次針對如此高溫進行熱應對演練,謝燕儒說明。

演練優先考慮電力供應穩定性與復原能力,因為台灣民眾多依賴空調來抵禦高溫,謝燕儒補充。

尋找附近降溫點也是演練重點之一,因為長時間戶外活動易導致熱傷害,他說明,並指出環境部的「冷卻地圖」平台目前已標註超過一萬一千個降溫地點。

雖然40°C以上的高溫在台灣仍屬罕見,但考慮到氣候變遷導致氣溫上升及國際經驗,國家仍需做好準備,謝燕儒表示。

針對與去年38°C熱應對演練的差異,謝燕儒指出,僅上升2°C即會顯著增加不適感與傷害風險,並對醫療系統造成更大壓力。

亞東紀念醫院急診部主任范傑閔表示,極端高溫可能導致熱相關傷害。

例如,因高溫感到頭暈的人在行走時可能跌倒,這類事件同樣會增加醫療資源負擔,他補充。

演練有助於醫療機構準備降溫設備,他進一步說明。

新北市副市長劉和然提醒民眾避免在正午時分戶外活動,並強調補充水分的重要性。

他同時指出,捷運系統也應關注可能的供電中斷風險。
