Three years ago, Yang Chengxun, a middle school student at Qingshui High School in Tucheng, had his throat slashed to death. People from all walks of life are still fresh in their minds. Yang's father and mother issued a statement on the 25th, saying, "The butterfly effect has begun. How many more children will the government miss? How many families will be sacrificed?"

Yang Chengxun's father pointed out that on the day before the Mid-Autumn Festival, another child was stabbed in the neck in Ruifang, New Taipei. A 17-year-old senior high school student was stabbed in the neck with scissors by his junior classmate. He had no breathing and heartbeat before he was sent to the hospital. Now he is still fighting with death. When he saw the news, he was transported back to the day Yang Chengxun was killed.

Yang's father said, "We first pray for Mr. Huang and hope that he wakes up safely. We also ask Mr. Huang's parents to hold on. We know how difficult this road is." He told the judge in the first and second trials that Yang Chengxun's incident would produce a butterfly effect, but no judge agreed. Now, the butterfly effect has begun, and the victim's family has to bear the burden!

Father Yang asked, "Great judges, what have you endured?" Since the Juvenile Incident Handling Law was sent to the Executive Yuan by the Judicial Yuan on May 22, it has been lying in the Executive Yuan. Is the social security they humblely hope for so far out of reach? Do we need more victims to wake up the government's attention? In Yang Chengxun's case, the sentence was only 12 years, and future cases will be even lower. This time, the child was only 14 years old, and he surrendered immediately. The school also said that he needed help emotionally. Fortunately, he was rescued, but at most it was an attempted murder.

Father Yang said that all the commutation conditions were added up, and he felt that it would not exceed 5 years. Maybe it would be a protective sanction, a reprimand, and the matter would be hasty. If someone is killed, he will only be sentenced to 12 years. What about those who are not killed? "Our laws protect perpetrators in this way. Victims can only accept their fate."

Dad Yang pointed out, where is the safety of Taiwanese teenagers? Yang Chengxun has been away for almost three years, but the law has not been changed. Injured children can only be used as meat cushions to support the study and growth of those lawless people. He has always emphasized: small mistakes can be forgiven, but big mistakes cannot be forgiven. Repeated offenders cannot be protected by the Juvenile Offenses Law. We hope the government will truly amend the Juvenile Offenders Law in an all-round way, not to protect juvenile offenders but endanger the lives and safety of the public.

Father Yang said, "Today is the Mid-Autumn Festival, the day of reunion. Our family is already missing one person. Don't let other people's families be missing one more person."
