[Reporter Lin Jinghua/Taipei Report] Taipower held the "Songhu Ultra-High Voltage Substation and Multi-Target Building Commencement Prayer Ceremony" today (24th). Taipower Chairman Zeng Wensheng led Taipower executives and construction teams to pray for the success of the project, announcing the official start of this critical power construction that has been promoted for 26 years. Taipower stated that the Songhu Substation is expected to be completed in 2029 and will become an important power transmission node in Taipei East District, strengthening the resilience of the power grid and providing reliable and stable power for the development of urban industries in the harbor and lake areas.

Taipower pointed out that with the promotion of the "Eastern District Gateway Project" and the vigorous development of the Neike and Nangang Economic and Trade Park industries, the demand for electricity has increased. The load capacity of the existing New Taipei Xizhi Substation has been saturated. Therefore, the construction of the Songhu Substation will become a key power hub in Taipei East District, solving the power transmission congestion problem in the Harbor and Lake area, supplying the power needed for public transportation such as the Songshan Line and the Minsheng Xizhi Line of the MRT in the Harbor and Lake area and surrounding areas, improving the resilience of the power grid and the stability of power supply.

Taipower stated that the Songhu substation planning was carried out in advance more than 20 years ago and was approved and implemented by the Executive Yuan in 2000. In order to gain public approval, Taipower has continued to hold more than 100 communication briefings and substation visits. After years of communication and administrative procedures, the Taipei City Government will issue a construction license in 2023. In order to relieve the power supply bottleneck in the Hong Kong and Lake areas as soon as possible, Taipower immediately started the planning and construction of temporary substations, and completed the power transmission at the end of last year (2025). The Songhu substation also officially started construction today, symbolizing the relay of generations of Taipower people to protect the mission of power supply and gradually completing the important mile of strengthening the Northeast Power Grid.

The process of promoting Songhu Substation has not been smooth sailing. In the past 26 years, Taipei has experienced four mayors. In the face of opinions from all parties, Taipower colleagues continued to communicate and adjust plans. Taipower pointed out that during the fifth urban design review in September 2022, the main design of the substation was not approved, and there were only 30 days left before the deadline for supplementary parts. Taipower immediately invested in design revisions and worked day and night, and finally completed the supplementary parts as scheduled, and passed the urban design review in November of the same year. To the outside world, the review and approval may only be the stage of project promotion; but to Taipower colleagues who participated along the way, it is the result of years of hard work and a critical step for the subsequent construction of Songhu Substation.

Taipower explained that the Songhu substation adopts an underground design, so that the substation equipment is "hidden underground." On the above ground level, public facilities such as parking lots, childcare centers and sunshine centers, and landscape gardens are planned, making it a multi-purpose building that combines open space, landscaped recreation, and social welfare. In addition, Songhu Substation will also introduce real-time electromagnetic field monitoring equipment to build social trust with open and transparent scientific data and reduce public doubts about electromagnetic fields.

Taipower further explained that the construction of the Songhu temporary substation has been completed by the end of 2025, and the regional power supply has been maintained stable through measures such as load transfer and equipment capacity expansion. The Songhu substation is expected to be completed in 2029, which will further relieve the load of the existing substation and improve the flexibility of power supply dispatch in the Harbor and Lake areas.

Taipower stated that electric power is a city's competitiveness, and electric power construction is related to the development of people's livelihood industries. Taipower hopes to continue to cooperate with the Taipei City Government and local sectors to accelerate the promotion of electric power construction such as the Beishike Substation to jointly create a win-win situation for urban development and stable power supply.
