The term of the 6th Supervisory Yuan expired on July 31. The Presidential Office proposed the list of the 7th Supervisory Yuan Supervisory Committee in June. However, not only did the opposition parties fiercely criticize it, but the supervisory committee personnel matter will not be voted on until the new session of the Legislative Yuan next Tuesday. As a result, the Supervisory Yuan has been "idling" for nearly two months. In this regard, Chen Yongxing, the nominee for the Supervisory Board of Supervisors, today called on the Supervisory Yuan as a legal institution to shoulder the functions of public corruption investigation, property declaration and judicial submissions. It also has a National Human Rights Commission, hoping that the legislators will rationally exercise their consent rights to ensure the integrity of the constitutional structure.

Chen Yongxing said that when he answered questions in the Legislative Yuan a few days ago, he had stated that before the Supervisory Yuan is abolished, appropriate and qualified candidates should be strictly reviewed to improve its functions. He also proposed specific reforms such as making the Supervisory Yuan transparent, holding regular press conferences to report externally on the progress of the Supervisory Yuan's case handling, establishing an internal and external evaluation mechanism, and improving the human quality of investigators. He hopes that the reformed Supervisory Yuan will truly become a place that pursues social fairness and justice and protects human rights.
Chen Yongxing, the nominee for the Supervisory Yuan: Amending the Constitution to abolish the Supervisory Yuan is "not impossible"
Regarding the issue of amending the constitution to abolish the Prison Yuan, he bluntly said that "it is not impossible", but the Legislative Yuan must first review the high threshold for constitutional amendment of the current law, that is, the approval of three-quarters of the Legislative Yuan. However, he believes that the current ruling and opposition parties and party opposition are serious, and it will be difficult to successfully amend the constitution. Therefore, he suggested that the Legislative Yuan first lower the threshold for legislative amendment to the consent of one-half of the Legislative Yuan; at the same time, adjust the "more than half of all citizens agree" threshold for the referendum on constitutional amendment to one-half of the referendum, so that the constitutional amendment can be successful.
If he takes office and is willing to set up a "Constitutional Amendment Committee", he hopes that the legislators will rationally exercise their right to consent.
Chen Yongxing further pointed out that in addition to the threshold for constitutional amendment, we must also consider how the powers of the examination and supervision chambers should be transferred if our country's constitutional government turns to the "separation of powers." This includes the power of auditing, the "Sunshine Act" for public officials, the declaration of assets of civilian representatives and political parties, the power to investigate and impeach judicial miscarriage and administrative corruption, and the future ownership of the National Human Rights Commission. However, the ruling and opposition parties have still not seen any version of the matter. The counter-criticism of letting the prison run idle without amending the constitution is actually "shirking responsibility" and deliberately obstructing the operation of constitutional government.

Chen Yongxing said that if he successfully takes office as the Supervisory Yuan President in the future, he is willing to promote the establishment of the Supervisory Yuan Constitutional Revision Committee during his term. He also suggested that President Lai Qingde convene a "state affairs meeting" at the appropriate time to invite the presidents of the Five Yuan Yuan, ruling and opposition parties, civil society organizations and constitutional scholars to discuss the constitutional amendment plan and truly resolve the dispute. He also deeply appealed to the Legislative Yuan when it convenes next week.
