This is the beginning of Wuhan's "Koi Plan" moving from top-level design to actual implementation, accelerating Wuhan's creation of an "innovation zone" that deeply integrates technological innovation and industrial innovation.

Hongshan District is a "city of universities" with 35 universities and 600,000 college students. The University Innovation and Development Belt is booming, and emerging industrial clusters such as optoelectronic information and artificial intelligence are accelerating. As the first area of Wuhan's "Innovation Zone", Guangbutun Koi relies on the innovation source advantages of surrounding universities and colleges and anchors the two emerging industries of new materials and artificial intelligence. It has more than 100 industrial projects in reserve and 40 settled projects. Wuhan's local universities account for more than 80% of the projects.
Yang Yumo, chairman of Zhongqing Research Material Technology (Hubei) Co., Ltd., is full of confidence in settling in Guangbutun Koi. This start-up company, which was born out of the scientific research team of Wuhan University of Science and Technology and focuses on the field of new materials, is one of the first batch of companies to enter the park. “The reason why we chose this place is because the park’s supporting facilities and the overall atmosphere of the companies settled there are highly consistent with the company’s positioning,” Yang Yumo said.
Guangbutun·Koi takes root in the golden innovation belt of Luoyu Road, radiates to 18 nearby universities and millions of scientific and technological innovation people. Through the "double helix" symbiotic development of urban renewal and technological innovation, it explores a new Silicon Alley economic model that integrates the three areas of "campus, park, and community".
Relying on the "Koi Plan", the project revitalizes the old factory area of CSSC No. 722 Research Institute and innovates the "lease, build, transport and return" development model of central-local cooperation: the original land property rights are not changed, and the site use rights are obtained through leasing. Wuhan Hongshan Science and Technology Investment Group Co., Ltd. (hereinafter referred to as "Hongshan Science and Technology Investment Group") is responsible for investment, construction and operation. After the 30-year operation period, the assets will be returned to the ownership unit, and the existing industrial space will be revitalized through mechanism innovation.
The project adheres to the principle of "retain, modify and add" for organic updating. Use "remain" to protect the historical mark, retaining the red brick walls and native trees; use "renovation" to renovate the space, transform the old factory building into a maker space and open laboratory; use "add" to improve the supporting facilities, add a science and technology innovation MALL, campus connectivity channel and financial service facilities to build a complete innovation chain of "maker space-incubator-pilot base-accelerator".

Yang Dequn, a retired employee of the old factory of CSSC No. 722 Research Institute, has witnessed the changes of this land: the cedars planted by him and his colleagues more than 40 years ago are still standing, and the red-walled workshop where he used to work has also been preserved. "The old factory has been transformed into a science and technology innovation center. The changes have been earth-shaking, but the roots of this land have remained." Yang Dequn said with emotion.
In addition to scientific and technological innovation, the park also simultaneously lays out diverse living facilities. "Eighty percent of the space in the park is reserved for research and development, and the four core business formats of branded catering, convenient supermarkets, specialty coffees, and humanistic bookstores are arranged around the daily needs of entrepreneurs." Yu Feng, chairman of Hongshan Science and Technology Investment Group, said that at present, businesses such as Lu Xiaoguan, Eshe Bookstore, Bixing Coffee, and Grandpa's Bubble Tea have been opened and operated simultaneously, and efforts will be made to create an innovative ecological space of "high-efficiency work, high-quality life, and high-energy social interaction."
At present, Wuhan takes urban renewal as an important starting point, and around the University Innovation and Development Belt, it is pioneeringly planning a number of "Koi" innovation parks such as "Guangbutun Koi", "Ocean Koi" and "Triangle Lake Koi" to create the best combination of urban transformation and economic transformation, the best integration point of technological innovation and industrial innovation, and the best focus of the trinity of education, science and technology talents.
