Recently, the "15th Five-Year Plan for the Construction of Beautiful Shanxi" (hereinafter referred to as the "Plan") prepared by the Shanxi Provincial Department of Ecology and Environment was officially issued and implemented.
On the morning of September 24, the Propaganda Department of the Shanxi Provincial Committee of the Communist Party of China and the Information Office of the Shanxi Provincial People's Government held the 16th press conference in the series themed "Starting the 15th Five-Year Plan" (exclusive to the Provincial Department of Ecology and Environment). Wang Wenbao, Secretary of the Party Leadership Group and Director of the Shanxi Provincial Department of Ecology and Environment, introduced that the "Plan" sets 17 indicators in four areas including ecological environment quality improvement, pollution reduction and carbon reduction collaboration, ecosystem protection, and ecological environment risk prevention and control, and deploys 58 tasks from 8 aspects to strive to achieve the four "more" goals.
In terms of pollution reduction and carbon reduction, Shanxi will accelerate the green and low-carbon transformation of the industrial structure, energy structure, and transportation structure, strengthen dual control of the total amount and intensity of carbon emissions, give full play to the emission reduction role of the carbon market mechanism, and achieve higher quality development.
In terms of pollution control, Shanxi will adhere to precise pollution control, scientific pollution control, and pollution control in accordance with the law. It will fight against pollution with higher standards and more practical measures, and strive to achieve new breakthroughs in key areas, key industries, and key indicators to improve the quality of the ecological environment.
In terms of ecosystem protection, Shanxi will coordinate the management of the mountains, rivers, forests, fields, lakes, grass and sand systems, make every effort to fight against the "several bends" of the Yellow River, accelerate the ecological restoration of mines and the construction of green mines, strengthen biodiversity protection, effectively build ecological barriers in the middle reaches of the Yellow River and North China, and make the background of the Three Shanxi Provinces greener.
In terms of risk prevention and control, Shanxi will focus on accelerating the completion of shortcomings in capacity building from three aspects: ecological environmental emergency response, nuclear and radiation safety, and ecological environmental supervision, comprehensively improve the modernization level of ecological environment governance, and make the bottom line of ecological security stronger.
Wang Wenbao introduced that from January to August this year, the proportion of days with excellent ambient air quality in the province was 75.9%, an increase of 4.5 percentage points year-on-year despite the tightening of national assessment standards; the proportion of Class I-III excellent water bodies reached 88.8%, a year-on-year increase of 4.7 percentage points; the main stream section of the Yellow River has stably maintained Class II water quality.
The blueprint for building a beautiful Shanxi has been drawn up, and the key lies in its implementation and results. Wang Wenbao said that the next step will be to improve the implementation mechanism, provide solid project support, introduce supporting policies, and scientific monitoring and evaluation to form a "1+5" supporting policy system to ensure that the tasks of the "Plan" are completed on schedule with high quality.
"A good ecological environment is the most universal welfare for people's livelihood." Wang Wenbao said that Shanxi will always take the people's expectations for a good ecological environment as the goal of its struggle, anchor the goal, work hard, overcome difficulties, and go all out to complete the goals and tasks of the "Plan", and lay a solid ecological foundation for striving to write a new chapter in promoting Chinese-style modernization in the Three Shanxi Land.
