وكانت دول الناتو قد اتفقت خلال القمة، وفي ظل الحرب الروسية على أوكرانيا، على تخصيص ما لا يقل عن 3.5% من الناتج المحلي الإجمالي للإنفاق الدفاعي، إضافة إلى 1.5% للنفقات المرتبطة بالأمن والدفاع مثل البنية التحتية، ليصل إجمالي الإنفاق المستهدف إلى 5% من الناتج المحلي الإجمالي سنوياً.
وتستهدف ألمانيا بلوغ هذا السقف بحلول عام 2029، أي قبل ست سنوات من الموعد المحدد داخل الحلف.
كما أشاد البنتاغون بالتعاون الألماني الأمريكي في مجال الصناعات الدفاعية، واعتبر ألمانيا نموذجاً يحتذى به في تعزيز الشراكات الخاصة بإنتاج الأسلحة وتطوير القدرات العسكرية.
وفي هذا السياق، وقع وزير الدفاع الألماني بوريس بيستوريوس ونظيره الأمريكي بيت هيغسيث، خلال الشهر الجاري، مذكرة تفاهم تهدف إلى توسيع مجالات التعاون الدفاعي والصناعي بين البلدين.
ولم تكن هذه المرة الأولى التي يثني فيها كولبي على الدور الألماني، إذ سبق أن وصف برلين خلال اجتماع في مقر الناتو بأنها نموذج لبقية الحلفاء، مشيراً إلى أن ما شهدته ألمانيا خلال الأشهر الثمانية عشر الماضية يمثل "تحولاً جذرياً استثنائياً" و"تغييراً تاريخياً".
