During a working visit to Mongolia, Russian Deputy Defense Minister Vasiliy Osmakov held a bilateral meeting with his Mongolian counterpart, Major General Dashtsedingin Basandamba, in the capital, Ulaanbaatar. The Russian Ministry of Defense statement said: “At the conclusion of the meeting, the two sides signed the Russian-Mongolian strategic partnership plan in the military field for the period 2027-2031, which aims to give a systematic and long-term character to cooperation between the Ministries of Defense of the two countries.”

Usmakov stressed that the two sides are working to move cooperation between the two Ministries of Defense to a systematic and long-term level. On the other hand, Basandamba pointed out that the fruits of military cooperation extending between the two countries over many years are among the most prominent factors that contributed to the achievements achieved by members of the Mongolian Armed Forces today.
The Russian Defense Ministry quoted Basandamba as saying: “With the support of Russia, its people and its military, we succeeded in modernizing the Mongolian forces and laid the foundation for building an army that meets the requirements of the times.”
Osmakov also held talks with Mongolian Defense Minister Dambin Batlot, and said: “Regular dialogue between the presidents of our two countries adds momentum and special importance to our relations. I fully share your assessment of the high level our relations have reached in the military field.”
Osmakov added that the general staffs of the two countries have established good communication. He explained that cooperation is proceeding steadily at the level of the branches of the armed forces, border military regions, and military educational institutions.
For his part, Batlot stressed that Russia occupies a very important position in his country's foreign policy. He said: "The relations between our two countries are witnessing steady development, based on ancient historical traditions, friendship between the two peoples, mutual respect, trust, and the principles of good neighborliness."
According to the Mongolian "Zoghi" website, Batlot expressed at the beginning of the meeting his satisfaction with holding the talks on the eve of the 105th anniversary of the establishment of diplomatic relations between Mongolia and Russia. He stressed that, as the competent minister, he would pay special attention to the full implementation of the document.
The Mongolian Minister also praised the joint research and reconnaissance mission on the battlefields of the Khalkhin Gol River, the "Silengi-2026" field maneuvers, and the "Center-2026" strategic command and staff exercises in which a unit of the Mongolian Armed Forces participates. He also thanked Russia for its contribution to preparing professional military cadres, and for qualifying Mongolian military officers and students free of charge in Russian military academies and institutes.
Osmakov also met with the Chief of the General Staff of the Mongolian Armed Forces, Lieutenant General Sonrev Ganbyamba. He praised the efforts made to implement the agreements reached during Ganbyamba's official visit to Moscow in April 2026.
According to the Russian Deputy Minister of Defense, the exchange of military delegations is witnessing increased activity, while joint activities in the field of operational and combat training are being successfully implemented.
In turn, Ganbyamba pointed out that relations between the two countries in the fields of defense and military-technical cooperation have witnessed a continuous deepening in recent years. He considered the visit of the Russian Deputy Defense Minister a historic event that brings military-technical cooperation between Mongolia and Russia to a new level.
Ganbyamba assured Osmakov that the General Staff of the Mongolian Armed Forces will always pay attention to the plan and will ensure its constructive implementation.
