Eastern candidates taking national exams no longer have to travel across counties and cities for computerized tests. The Examination and Selection Department will set up the Hualien examination area starting from 2022, and cooperate with Tzu Chi University to build 6 computer examination rooms and provide 380 examination seats. Tzu Chi University has also invested 4.92 million yuan to improve equipment and backup power. This year (2026), support is expected to increase to 6 tests. The Ministry of Examinations and Selection said that setting up national examination rooms through existing computer classrooms and information equipment in colleges and universities can give equal consideration to examination-takers and reduce the government's cost of building separate dedicated examination rooms.

Xie Yibei, associate professor of the Department of Information Technology and Management and Director of the Electronic Computing Center of Tzu Chi University, and Yang Shuru, section chief of the Digital National Examination and Information Management Department of the Examination and Selection Department, wrote that in the past, some candidates had to cross counties and cities to take the exam, which not only consumed transportation time but also increased accommodation and transportation costs. Therefore, the Examination and Selection Department has extended the computerized test area to local colleges and universities in recent years, hoping to implement "local examination taking and local service."

From 2022 to 2023, Tzu Chi University will support three national examination computerized tests per year, increasing to five per year from 2024, and is expected to support six in 2026. As the number of administration sessions increases year by year, the school continues to accumulate experience in examination administration and has become an important base for computerized national examinations in the eastern region.

The Examination and Selection Department has promoted computerized examinations since 2004. As the applicable examination subjects and the number of test takers have increased, in addition to building self-built national examination computer examination rooms, it has also promoted a computer examination center certification system since 2010, with universities and colleges actively applying to use existing computer classrooms and information equipment to support the national examination.

However, school computer classrooms cannot directly transform into national examination examination rooms. The Examination and Selection Department has established regulations for hardware, network, software, information security, electricity, space and examination room manpower, including that the computer room must be equipped with uninterruptible power supply equipment and generators, the examination computer must have a dedicated magnetic area, the examination room shall adopt a closed network, and central monitoring and emergency notification handling procedures shall be established.

Applicant schools must also undergo information review, on-site installation testing, manpower training and on-site evaluation by the selection team. Only after passing the certification can they obtain the certification. The validity period is 5 years and must be re-selected upon expiration.

Xie Yibei and Yang Shuru said that in addition to saving candidates from traveling long distances, the government-university cooperation can also make good use of the university's existing equipment and information manpower to reduce the cost of building a dedicated examination room; the university can increase school financial resources and fulfill its social responsibility by providing national examination venues to serve local areas.
