The reporter learned from the press conference: During the "14th Five-Year Plan" period, the total number of new urban jobs in my country has exceeded 62 million, and the basic pension insurance participation rate has increased to more than 95%. The Ministry of Human Resources and Social Security will anchor the goals and tasks of the "15th Five-Year Plan", focus on strengthening the high-quality supply of policies and services, and continuously promote the high-quality development of human resources and social undertakings.
In the first nine months, 87.7% of this year’s urban employment target tasks were completed
Li Zhong, spokesperson and deputy minister of the Ministry of Human Resources and Social Security, said that in the first nine months of this year, 10.52 million new urban jobs were created, completing 87.7% of the full-year target; in the first eight months, the average urban surveyed unemployment rate was 5.2%, and the employment situation was generally stable.
Anchoring the goals and tasks of the "15th Five-Year Plan", the Ministry of Human Resources and Social Security will focus on implementing "two plans", namely, the employment support plan for young people such as college graduates, and the flexible employment and new employment form workers' employment quality improvement plan. Carry out "five actions", including the action to adapt to the development of artificial intelligence to promote employment, the "Skills Light Up the Future" training action, the employment promotion action for migrant workers, the action to provide high-quality employment public services, and the "human resources service +" integrated development action. Improve the "four aspects of systems and mechanisms", focusing on formulating and introducing measures to protect workers' rights and interests in new employment forms. In addition, we will also improve the minimum wage standard adjustment mechanism, build a skills-oriented salary distribution system, and improve the long-term mechanism for managing wage arrears.
Song Xin, director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, said that the layout of national public employment service regional centers will continue to be optimized and the radiating and leading role of the Beijing-Tianjin-Hebei, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area will be better utilized. We will continue to build a five-level employment public service network in provinces, cities, counties, and villages. Coordinate the construction of doorstep employment service stations, standardized gig markets, and embedded community employment service facilities to create a "15-minute employment service circle."
In recent years, the number of college graduates has continued to increase. “In the employment of key groups, college graduates are ranked first. The human resources and social security departments will strengthen policy incentives. On the one hand, they will improve the implementation of policies such as tax reductions and exemptions, employment subsidies, and job stabilization returns to encourage various business entities to stabilize and expand jobs. On the other hand, they will make every effort to stabilize the scale of recruitment for agencies, institutions, and state-owned enterprises, and coordinate the implementation of grassroots service projects such as the Western Plan and teachers on special posts. We will vigorously cultivate new occupations and new positions, and strive to expand employment growth points for young people.
Strengthen service guarantees, in terms of job matching, further promote the entry of public employment services into campus activities, and launch a series of "Career Leading to the Future" recruitment services to promote efficient matching. Implement an action to improve the employment skills of millions of young people, strengthen training in the currently popular field of artificial intelligence, implement a plan to develop one million job trainee positions, and mobilize various enterprises to provide high-quality trainee positions. We will continue to carry out special actions to clean up and rectify the human resources market order, and severely crack down on employment discrimination, abuse of internship periods and other illegal activities in accordance with the law.
We will strengthen targeted assistance and carry out in-depth employment service operations for some college graduates who have left school but are not employed, and universally provide '1131' real-name services, which means that each unemployed graduate who has left school will be provided with at least one policy presentation, one career guidance, three job recommendations, and one training or internship opportunity. If graduates have not found a job, they can log in to the ‘Job Job Registration for Unemployed College Graduates’ applet developed by the Human Resources and Social Security Department and register their personal information and service needs. The Human Resources and Social Security Department will provide employment services in a timely manner.
Strive to stabilize the participation rate of basic pension insurance at above 95%
As of the end of September this year, the number of people covered by basic pension insurance, unemployment insurance, and work-related injury insurance nationwide reached 1.079 billion, 251 million, and 327 million respectively, and the cumulative balance of the three social insurance funds was 11.2 trillion yuan.
Li Zhong said that during the 15th Five-Year Plan period, the sustainability, equitable accessibility, security, convenience and standardization of the system must be continuously enhanced.
Expand coverage and improve quality, and implement high-quality insurance participation in depth. We will further promote the growth in the number of insurance participants, optimize the structure, and improve the quality, and strive to stabilize the basic pension insurance participation rate at more than 95%, the unemployment insurance participation rate to reach 255 million people, and the work-related injury insurance coverage to 345 million people during the "15th Five-Year Plan" period. The focus is to encourage and support flexible employment personnel, migrant workers, and workers with new employment forms to participate in employee pension insurance, and establish and improve the insurance participation mechanism for employers, platform enterprises, and workers to jointly raise funds and reasonably share contributions. At the same time, we will promote the expansion of occupational injury protection pilot projects to include more workers in new employment forms within the scope of protection. In terms of unemployment insurance, we will continue to expand coverage, focusing on small, medium and micro enterprises, individual industrial and commercial households with employees, and social groups.
Improve the system and continue to deepen reforms. Improve and implement the national pension insurance national coordination system, improve the fund coordination and adjustment mechanism, strengthen the assessment reward and punishment mechanism, and accelerate the realization of policy unification and standardization. We will improve the social security actuarial system and regularly carry out mid- and long-term revenue and expenditure forecasts.
Ensure safety and build a tight risk prevention and control system. We will continue to improve the fund safety supervision system covering all insurance types and throughout the entire process, improve the cross-department collaborative supervision mechanism, and maintain a high-pressure posture to combat fraud and insurance fraud. At the same time, we will continue to standardize the investment and operation of basic pension insurance funds and annuity funds, steadily maintain and increase value, and expand strategic reserves.
Build an electronic map of national vocational skills training institutions
Li Zhong said that during the 15th Five-Year Plan period, the country will strive to carry out subsidized vocational skills training for 50 million people, and 40 million new people will obtain skill certificates, including 14 million people who will obtain skill certificates for senior workers or above.
To improve supply and quality, it is necessary to closely connect the cultivation of new productive forces such as artificial intelligence and advanced manufacturing with the needs of people's livelihood services for "one old and one small", focus on the employment needs of key groups, and strengthen the supply of urgently needed training projects. For example, general education on artificial intelligence is provided to all workers, digital engineer training is provided to practitioners in specialized positions, and artificial intelligence-related training is provided to college students. Improve the lifelong vocational skills training system, build an electronic map of vocational skills training institutions across the country, and promote the construction of electronic files for skills training.
We will provide support and build a number of national-level high-skilled talent training bases, skill master studios, public training bases, corporate training bases, and skills competition training bases. Build a number of high-quality technician colleges and 100 high-quality majors, and organize 10,000 key teachers from technical colleges to participate in engineering-study integrated teacher training. Formulate and revise a number of national occupational standards to further improve the authority, currency and recognition of skill certificates.
Focus on collaborative efforts and improve cross-departmental collaboration mechanisms around key links such as the development of professional standards and the implementation of special training. At the same time, give full play to the leveraging role of training subsidies, commendations and rewards, etc., to stimulate the initiative of enterprises, industry associations, training and evaluation institutions.
