張育慈質疑，2024年工務處下水道科才剛爆發僱員與廠商收賄案，共14人被起訴，如今同一單位竟又爆出涉貪弊案。更令人驚庫的是，廖男自2015年起便與業者建立長期的對價關係，甚至在文件未齊全時私自在系統登載已完成查核，如此離譜的違法行為竟然橫行多年未被內部察覺，充分暴露了縣府監督體制的嚴重失靈。

「案件有罪與否待司法審判，但同一單位接連出事，縣府不能再把『配合偵辦』當成唯一回應。」張育慈直指，問題核心在於工務處審查與查核權限過度集中且缺乏有效的覆核機制。她提出質疑，縣府雖然已在2024年訂定《公務人員廉政風險職務遷調要點》，要求高風險職務原則上3年必須輪調，但廖男在工務處任職長達20多年，其經手的業務到底有沒有被列入高風險職務？輪調機制究竟有沒有落實執行？縣府必須向全體縣民坦白交代。

張育慈公開要求，縣府應全面盤點建照、使照、土資場及各類工程等具高度裁量權的業務，嚴格落實人員輪調、交叉覆核與不定期抽查機制，並限期公開檢討報告與改善時程，主動接受議會與大眾監督。她強調，廉政絕不能僅憑公務人員的自律，縣府必須透過健全的制度築起防火牆，才能避免相同的制度漏洞繼續製造下一個貪污官員！
