Nan City Councilor Lu Kunfu questioned the time-consuming maintenance of foreign parts such as the Anping pumping station unit, which may affect flood control safety.

The Anping Pumping Station generator was bought seven years ago, but it has been waiting for repairs from foreign parts due to malfunctions. Assemblyman Lu Kunfu pointed out at the Tainan City Council today (23rd) that the unit only runs about 20 hours a year on average. The Nanshi Water Conservancy Bureau stated that the political style office has taken the initiative to launch an investigation to comprehensively review the past procurement, acceptance and maintenance processes to clarify whether the relevant processes are appropriate and will not protect shortcomings to resolve external concerns.

The Water Conservancy Bureau explained that the "Anping Pumping Station Unit Improvement Project" was awarded through public bidding with the lowest bid. The two updated generators passed the acceptance inspection on March 7, 2019. The overall contract performance, project quality, acceptance and settlement were all handled in accordance with the Government Procurement Law and contract regulations.

As for the cause of the equipment failure, the Water Conservancy Bureau pointed out that the Anping Pumping Station is located in the Anping Scenic Area. In the early days, in order to prevent odor from affecting the surrounding environment and tourism quality, the overall coating design was adopted. This caused the long-term accumulation of biogas generated from sewage, which may cause corrosion to precision instrumentation and control electronic equipment, thereby shortening the life of the equipment. The initial assessment of the engine control unit (ECU) to be replaced in 2024 and the engine charger that failed this year may be affected by this special environmental factor.

The Water Conservancy Bureau stated that the maintenance cost of the generators currently imported from the United States is relatively high, and it has reviewed subsequent procurement specifications. In the future, it will reduce overly complex electronic control equipment, reduce the risk of biogas erosion, and adjust them in the direction of durability, stability, and easy access to parts.

Lu Kunfu said that it has been 7 years since the Anping Pumping Station generator was purchased. During this period, it has encountered faults and needs to be repaired. It has to wait for foreign parts and the repair time is long. Although the generator does not usually run for a long time, the pumping station is an important flood control facility. Once heavy rain causes a power outage or emergency water pumping is required, whether the generator can be started immediately is crucial to flood control safety.
