Pu County, Shanxi Province reported an '8.13' traffic accident: Du Moumou, a public official, drove drunk and speeded, causing the death of his couple.

China News Service, Linfen, September 13 (Reporter Li Tingyao) Regarding the media report that "a drunk driving accident caused the death of a couple by a government official in a town in Shanxi Province, and the family members of the deceased questioned the determination of primary and secondary responsibilities for the accident and applied for review." On the evening of the 12th, the Public Security Bureau of Pu County, Linfen City, Shanxi Province issued a report on the "8.13" traffic accident in Pu County.

The report stated that at about 22:00 on August 13, 2026, a traffic accident occurred at 74KM + 400M in the Pu County section of Linfen City on National Highway 520 (Linyan Line), killing two people. After investigation, Du Moumou, a government employee of Xueguan Town, Pu County, was driving drunk (147.01 mg/100ml), speeding (the speed limit was 40 km/h, the actual speed was about 52 km/h), and did not turn on the car lights at night. At the east entrance of Xueguan Village on National Highway 520, he collided with Zhang Moumou and Guo Moumou who were pushing a rickshaw. Guo Moumou died on the spot, and Zhang Moumou died after the hospital's full rescue efforts failed. Du Moumou has been criminally detained in accordance with the law.

After receiving the alarm, the Traffic Management Brigade of the Pu County Public Security Bureau conducted on-site inspections and other investigations and made a determination of responsibility for the traffic accident on August 22: Du Moumou's behavior violated the relevant provisions of the "Road Traffic Safety Law of the People's Republic of China" and the "Regulations on the Implementation of the Road Traffic Safety Law of the People's Republic of China" and bears primary responsibility; Zhang Moumou and Guo Moumou bear secondary responsibility for their behavior in violation of the relevant provisions of Article 62 of the "Road Traffic Safety Law of the People's Republic of China". The accident determination letter was promptly sent to the family members of Zhang and Guo and Du, and the accident situation was notified to Du's unit.

At present, the family members of Zhang and Guo have objections to the road traffic accident determination certificate and have submitted a written review application to the Traffic Management Detachment of Linfen Municipal Public Security Bureau. The Traffic Management Detachment of Linfen Municipal Public Security Bureau has accepted the case in accordance with the law and initiated the review process, conducting a comprehensive review of the on-site investigation, inspection and appraisal, evidence materials and the basis for the original liability determination.

The report stated that the attitude of the public security organs is clear: drunk driving seriously endangers public safety and must be dealt with seriously in accordance with the law; public officials suspected of illegal crimes will not be shielded, degraded, or delayed. We will insist on taking facts as the basis and the law as the criterion, and simultaneously promote criminal case handling and accident review work.
