The east coast is rich in marine resources and diverse coastal environments. It is a popular place for people to engage in water activities such as swimming, surfing and stand-up paddling (SUP). The Eastern Coast National Scenic Area Management Office of the Tourism Administration of the Ministry of Transport (hereinafter referred to as the Eastern Management Office) organized two water safety promotion activities "Salute to the Sea - Get Close to the Ocean". Lin Yanfu, a qualified lifeguard and water recreation professional, was invited to serve as a safety promotion lecturer. The promotion activities went to the county Donghai Junior High School and Chenggong Commercial Fisheries Vocational School. Through life-like scenarios, case sharing and interactive teaching, the promotion activities led students to understand potential risks in the sea and establish correct water safety, self-rescue knowledge and ocean-friendly concepts.
The course starts from pre-trip preparations for water activities, reminding students to confirm their physical and mental status before entering the water, go with others, and proactively inform teachers of the itinerary. It also analyzes potential threats such as rip currents, crazy dog waves, and marine life based on the common beach and reef environments in Taitung. In response to rescue myths, the lecturer specifically raised the situational question "A real drowning person cannot shout for help" to guide students to detect signs of drowning such as head tilt, mouth opening and closing, or uncoordinated movements, and learn to grasp the golden rescue opportunity.

In the face of unexpected events, the course provides an incisive analysis of the five-step rescue formula of "call, scream, stretch, throw, and paddle". It emphasizes that people should not enter the water rashly, but should give priority to using long poles, ropes or floats. Self-rescue techniques such as jellyfish floats, back floats, and the use of floats to conserve energy are also practiced. In addition, the promotion also extends to marine ecological conservation, encouraging students to start from small things, reduce disposable plastic products and implement traceless oceans, sublimating safety awareness into respect and responsibility for the environment.
The East Management Office said: "In addition to the usual protection of facilities and professional practitioners, water safety also requires everyone to understand the marine environment, be alert to risks, have refuge and escape skills, and respect the marine ecology. Through the close to the ocean course that pays tribute to the sea, we hope that students will be fully prepared, do their best, and embrace the ocean with confidence."
