China News Service, Shanghai, September 30 (Reporter Xu Jing) The founding meeting of Shanghai University of Finance and Economics’ Financial Inspection and Supervision Research Institute (hereinafter referred to as: the Research Institute) and the 2026 Annual Meeting of the Corrupt Financial Culture and Education Alliance were held at Shanghai University of Finance and Economics on the 29th. This conference was hosted by Shanghai University of Finance and Economics, bringing together various forces to explore new paths for building a party and state supervision system with financial characteristics and cultivating clean financial talents.

Huang Xiangfeng, Secretary of the Party Committee of Shanghai University of Finance and Economics, said in his opening speech that Shanghai University of Finance and Economics has deep accumulation in the disciplines of economics, management, and law. The institute must adhere to the concept of "the true nature of finance and economics, characteristics of discipline inspection, digital empowerment, and cross-integration" to build a first-class domestic financial inspection and supervision research platform and cultivate compound talents who are proficient in financial law and discipline inspection and supervision under the digital background.
Zhang Qingdong, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of the Central University of Finance and Economics, believes that the institute’s construction plan has both financial and economic features, comprehensive features, educational features, contemporary features and open features, and has both a grand vision and a pragmatic path. It is expected that the two universities will continue to communicate and learn from each other and jointly promote the construction of discipline inspection and supervision disciplines in finance and economics universities.
Meng Wenhai, deputy secretary of the Shanghai Municipal Commission for Discipline Inspection and deputy director of the Municipal Supervisory Commission, pointed out that Shanghai Finance established the Financial Inspection and Supervision Institute, which not only responds to the national strategy, but also is based on the actual needs of Shanghai International Financial Center. He hopes that the institute will highlight the unique advantages of finance and economics and strengthen its talent training function.
Shanghai University of Finance and Economics signed cooperation and co-construction agreements with eight units, including Shanghai Public Security College, Shanghai No. 1 Intermediate People's Court, Shanghai No. 2 Intermediate People's Court, Shanghai Pudong New Area People's Court, Discipline Inspection Commission of Shanghai State-owned Capital Investment Co., Ltd., Huachuang Securities Co., Ltd., Huafu Fund Management Co., Ltd., and Industrial Securities Asset Management Co., Ltd.
Song Xiaoyan, director of the institute, introduced the organizational structure and operating mechanism of the institute. The institute emphasizes the deep cross-integration of "finance and economics + discipline inspection and supervision". Through cross-disciplinary collaboration, it focuses on building academic teams in the three directions of "intra-party regulations, financial and economic supervision, and financial and economic integrity" to provide stable decision-making consultation and cultivate clean financial talents and compound talents who are proficient in financial laws and discipline inspection and supervision. She said that the construction and development of the institute are inseparable from cooperation with all sectors of society. On the basis of the cooperation achieved so far, the institute will still actively promote and explore.
The Clean Financial Culture and Education Alliance will be held on the same day in 2026. With the theme of "Consolidating the Foundation of Corrupt Financial Education and Creating the Main Front for Corrupt Financial Education", the annual meeting listens to the alliance's annual work report, announces the organizer of the next annual meeting, and conducts discussions around topics such as the construction of a clean financial culture brand, the cultivation of teaching staff, and the construction of a discipline system. The Annual Forum on Financial Inspection and Supervision was held concurrently, with participating experts having in-depth exchanges on six major topics including the construction of intra-party laws and regulations, the prevention and control of corruption risks in the financial field, and the dissemination of a clean government culture.
