Guo Guowen calls for transforming congressional diplomatic exchanges into institutionalized cooperation

Recently, many groups of dignitaries from other countries have visited Taiwan. In addition to many visiting groups setting records for their first visit to Taiwan and the largest number of visits to Taiwan, most of the visitors also specifically mentioned their concern for Taiwan's semiconductor industry. Guo Guowen, chairman of the Legislative Yuan Yadong Parliamentarians Friendship Association and Taiwan Semiconductor Strategic Parliamentarians Alliance, said that the international community has not only focused on Taiwan’s democracy and security issues, but also paid more and more attention to aspects such as semiconductors and global supply chains. In the face of the current heated exchanges, the next step should be to change "people come" to "relationships stay and cooperation is institutionalized."

Guo Guowen pointed out that recently, the first or largest congressional delegations in history have come to Taiwan from Japan, Italy and Canada. Vice President Hsiao Meiqin also went to Italy last week, representing that congressional diplomacy and government diplomacy are cooperating with each other to promote Taiwan's exchanges with the world in a more substantive direction.

After the current lively diplomatic exchanges between Congress, Guo Guowen believes that "people come" should be turned into "relationships stay and cooperation is institutionalized."

Kuo Guowen pointed out that for the Taiwan-Japan ruling party dialogue, from video participation during the epidemic to current physical exchanges, from "2+2" to "4+4", they will also go to Tokyo on Monday to participate in the 7th policy dialogue, further expanding to "5+5". It represents that Taiwan-Japan cooperation has moved from the grand strategic concept of Taiwan having troubles and Japan having troubles to concrete tactical implementation and discussing how to truly solve problems.

The same is true in the semiconductor field. Guo Guowen said that in April this year, I led a delegation to Japan to have a formal dialogue with the Japan Semiconductor Strategy Promotion Parliamentarian Alliance. In the future, I hope to solidify the exchanges and gradually form long-term cooperation from semiconductors, talents, research and development to supply chain resilience. Turning visits into fixed mechanisms and then into concrete results is what we need to do to expand the international space.
