在有了現今熱絡的國會外交交流之後，郭國文認為，應把「人來了」變成「關係留下來、合作制度化」。

郭國文指出，以台日執政黨對談來說，從疫情期間視訊參與到現在實體交流，從「2＋2」到「4＋4」，週一也將赴東京參加第7次政策對話，進一步擴大到「5＋5」。代表台日合作已從大戰略台灣有事日本有事的概念，走向具體戰術執行，討論如何真正解決問題。

半導體領域也是如此，郭國文表示，今年4月我率團赴日與日本半導體戰略推進議員聯盟正式對話，未來希望把交流固定下來，從半導體、人才、研發到供應鏈韌性，逐步形成長期合作，把一次次訪問變成固定機制，再轉化為具體成果，就是我們拓展國際空間要做的事。
