Taoyuan City Councilor Liu Shengquan, who is not a party member, pointed out at the parliamentary municipal inquiry today (29th) that local reports indicate that black smoke is suspected to be emitted and black dust appears in the surrounding area in the Haihu Hangkou Industrial Zone in Luzhu District. He suggested that the city government follow the monitoring model around the Zhongyou Taoyuan Refinery and set up a high-density air product monitoring network in the Haihu Industrial Zone. The Environmental Protection Bureau stated that it has installed 96 empty product sensors and 2 AI smoke detection systems.
Liu Shengquan said that recently, people have reported that factories in Haihu Hang Hau Industrial Zone are emitting black smoke, and there is often dust and dirt in the surrounding area. He pointed out that the refinery has deployed 100 sets of air boxes, and the Haihu Industrial Zone has long-term dust, odor and industrial pollution complaints. He suggested that the city government follow suit and establish a high-density monitoring network for PM2.5, PM10, TVOC, wind direction and speed, and dust around Haihu Elementary School and the industrial zone.

Yan Jijie, director of the Environmental Protection Bureau, said that the Environmental Protection Bureau received about 180 grams of black dust from the public on September 8. The sample was sent to the Industrial Technology Research Institute for professional inspection and composition analysis on that day. After the inspection is completed, it is still necessary to conduct a comprehensive analysis based on the surrounding environment and other relevant data to further clarify the possible sources of pollution, which is expected to be completed by the end of October.
Regarding the monitoring of empty products around the Haihu Hangkou Industrial Zone, Yan Jijie said that the Environmental Protection Bureau has set up a total of 1,100 sets of empty product sensors in 13 industrial zones, around the Zhongyou Taoyuan Refinery and in Chenqing hot areas. Among them, the Haihu Hang Hau Industrial Zone has completed the deployment of 96 air quality sensors. The monitoring projects cover PM2.5, PM10, TVOC, wind direction and speed and other indicators. Through real-time monitoring, abnormal alarms and long-term trend analysis, the air quality and possible pollution sources in the industrial zone and surrounding communities can be understood. In addition, two new AI smoke detection systems have been deployed to instantly understand abnormal smoke emission conditions.
In addition, the Environmental Protection Bureau has conducted quarterly ambient air dioxin and volatile organic compounds (VOCs) monitoring at Haihu Elementary School in the industrial zone this year, and has completed the first and second quarter monitoring operations. In July this year, a campus air dashboard was set up at Haihu Elementary School to provide information on campus air quality and strengthen campus air quality protection.
