Zhejiang Jinhua released the "15th Five-Year Plan": anchoring the "Two Highs and One Vision" and the "Forty Thousand Double Thousand" goals

At the meeting, Zhang Jian, deputy secretary of the Jinhua Municipal Party Committee and Mayor, introduced that Jinhua City’s overall goal during the “15th Five-Year Plan” period is “two highs and one vision”.

"The 'Two Highs and One Scene' means that a high-level inland open hub central city has been basically built, and the status of an important growth pole for high-quality development has been more clearly demonstrated, vividly presenting a picture of central Zhejiang that takes the lead in demonstrating common prosperity and basically realizes socialist modernization," Zhang Jian said.

Focusing on this goal, Jinhua proposed that the "total plate" during the "15th Five-Year Plan" period is "forty thousand or two thousand", that is, by 2030, the regional GDP, total industrial output value above designated size, total foreign trade exports, and five-year cumulative investment in major projects will all reach about 1 trillion yuan, with an aggregate service population of over 10 million and total fiscal revenue exceeding 100 billion yuan.

“Two Highs”: Opening up to improve energy and move industries towards new developments

"Jinhua's dependence on foreign trade and exports ranks among the top in the country. Inland opening up is its biggest feature, and its international dry port hub is its most unique advantage." Zhang Jian said.

During the "14th Five-Year Plan" period, Jinhua's regional GDP has continuously crossed three "hundred billion levels" of 500 billion yuan, 600 billion yuan, and 700 billion yuan, with an average annual growth rate of 6.3%, reaching 731.35 billion yuan in 2025.

During the "15th Five-Year Plan" period, Jinhua achieved the goal of "basically completing the construction of a high-level inland open hub central city, and further highlighting its status as an important growth pole for high-quality development." It proposed four main measures, which can be summarized as "building a strong main platform, building a main hub, developing a set of combinations, and polishing a golden business card."

Among them, "building a main platform" refers to deepening the comprehensive reform of Yiwu's international trade, and "building a main hub" corresponds to the China-Europe freight train assembly center.

With the strong support of the state, the local comprehensive reform of Yiwu's international trade has been steadily advanced, and a total of 66 new "first orders", "first cases" and "first batch" reform results have been added in the country and Zhejiang Province.

Zhang Jian mentioned that by 2030, Jinhua’s total import and export volume will exceed 1.5 trillion yuan, the annual cargo throughput of the land port will reach 230 million tons, and the sea-rail combined transport containers will reach 800,000 TEUs.

Exchanges with Africa are Jinhua’s “golden business card”. Data show that Jinhua’s import and export scale to Africa has ranked first in Zhejiang Province for 11 consecutive years. At present, Jinhua has established friendly exchange relations with 20 African cities, and the China-Africa Economic, Trade and Cultural Forum has been held for nine consecutive years.

"During the '15th Five-Year Plan' period, we will continue to deepen docking cooperation with African countries, further promote regional studies on African countries, make good use of major platforms such as the China-Africa (Jinhua) Agricultural Science and Technology Park, and solidly carry out activities such as overseas vocational education, rule of law dialogues, and exchanges with overseas Chinese groups," Zhang Jian said.

While the open channels continue to expand, Jinhua will also further enhance the producer service industry's ability to support industrial development. At the scene, Zheng Minmin, Party Secretary and Director of the Jinhua Municipal Development and Reform Commission, introduced that in terms of scientific and technological services, Jinhua anchors key industries and continues to tackle difficulties. By 2030, Jinhua will achieve full coverage of Zhejiang provincial-level science and technology incubators, Jinhua city-level concept proof centers, and pilot platform counties (cities, districts).

"In the next five years, Jinhua will insist on looking at development through projects and focusing on heroes, emphasizing the priority of private investment, industrial projects and technological innovation." At the meeting, Chen Hao, member of the Standing Committee of the Jinhua Municipal Party Committee and Executive Deputy Mayor, introduced that during the "15th Five-Year Plan" period, Jinhua will systematically implement the "Seven Hundred Billion Project" and will promote the five-year cumulative investment in major projects to exceed one trillion yuan.

“One Picture”: Common Prosperity and Modernization Go Deeper

In Jinhua, "vividly presenting a picture of central Zhejiang that demonstrates common prosperity and basically realizes socialist modernization" is reflected not only in the narrowing of the development gap between urban and rural areas, but also in the improvement of the quality of life in the fields of public services, culture and sports.

In recent years, Jinhua has specifically implemented "one policy for one mountainous county" and "one plan for one mountainous town", focusing on supporting the development of characteristic industries and enhancing endogenous development momentum. This month, Jinhua Wuyi County officially removed the list of mountainous island counties in Zhejiang Province, which means that the local area has taken a new step in narrowing the regional development gap and enhancing the endogenous power of mountainous development.

"During the '15th Five-Year Plan' period, Jinhua will vigorously build modern agricultural industrial parks and agricultural service centers to promote the development of the entire industry chain of 'rich local specialties'; strengthen the guidance of rural planning and strengthen the atmosphere of good rural governance; make good use of co-rich courtyards, co-rich markets, co-rich workshops and other carriers to give farmers something to do and make money." The city has set a goal to narrow the income gap between urban and rural residents in Jinhua to about 1.76 by 2030.

Common prosperity is not only reflected in the narrowing of income gaps, but also in the continuous improvement of people's livelihood and well-being. On the same day, Huang Hui, member of the Standing Committee of the Jinhua Municipal Party Committee and deputy mayor, introduced that during the "15th Five-Year Plan" period, the local government focused on building an industry-university-research innovation platform, a matrix of advantageous specialties, and a new model of integrating medical care and nursing care around the overall goal of building a "Medical Center in Central and Western Zhejiang" so that people can get good medical care at their doorsteps.

From medical health to culture and sports, the goal of "One Picture" has also become more concrete in daily life. During the "15th Five-Year Plan" period, Jinhua, as a pilot city for the national youth football talent training reform, will build a complete echelon of athletes from U10 to U18 and cultivate more than 500 elite players in training. At the same time, the local area will create golden routes for inbound tourism such as "Wong Tai Sin Culture", "Hengdian International Film and Television" and "Yiwu Global Commerce", aiming to attract 131 million tourists by 2030.
